WCS is recruiting a Country Logistics & Procurement Manager, to be based in Maputo, Mozambique.
Description
  • The Country Logistics & Procurement Manager is responsible for leading and overseeing all logistics and procurement functions within the country program to ensure timely, cost-effective, and compliant delivery of goods and services. This includes strategic planning and execution of supply chain activities, procurement processes, fleet and asset management, warehousing, and logistics support to program and operational teams. The role ensures adherence to organizational policies and donor regulations while strengthening systems and capacity for efficient, transparent, and accountable operations across the country office and field locations
Duties
  • Procurement Oversight:
  • Lead all procurement processes, including planning, tendering, evaluation, contracting, and supplier performance, ensuring alignment with WCS policies and donor requirements
  • Policy and System Development:
  • Develop and implement harmonized procurement and logistics systems, procedures, and internal controls, regularly updating them to reflect evolving organizational needs, donor regulations, and national laws
  • Asset and Fleet Management:
  • Oversee the management of assets and inventory, including registration, tracking, and life-cycle planning. Ensure the proper functioning and maintenance of the vehicle fleet and equipment
  • Infrastructure and Importation Support:
  • Ensure infrastructure procurement complies with quality and donor standards. Manage importation processes, customs clearance, and required permits and authorizations
  • Operational Support and Logistics Coordination:
  • Support the movement of goods, staff, and visitors across project sites. Ensure logistics and communication systems (e.g., radios, GPS, IT) are functional, secure, and compliant with WCS protocols
  • Team Management and Capacity Building:
  • Supervise and mentor logistics and procurement staff at the central and field levels. Provide training and technical support to ensure consistent, high-quality operations across all sites
  • Reporting, Risk Management and Compliance:
  • Prepare regular reports on procurement and logistics performance. Address internal and external audit findings, support risk mitigation, and promote continuous improvement in operational efficiency and compliance
  • This role requires a proactive, detail-oriented leader capable of navigating complex operational environments and driving results through strong systems and team management
Requisites
  • Minimum Requirements and Job Skills:
  • University degree in Business Administration or Purchasing, Supply Chain Management, or related fields
  • At least 7-10 years of field-level experience in leading procurement and logistics for a large Corporate, UN, or NGO environment
  • At least 3-5 years of experience in senior management responsibilities, with experience in Mozambique, is preferred
  • Excellent organisational skills with a practical hands-on attitude to work
  • Proven experience of working with international organisations or the private sector
  • Strong written and oral communications
  • Advanced IT skills with experience in specific inventory systems and software are an advantage
  • Fluency in Portuguese and English
  • Proven experience of working in a multicultural environment
  • Interest in wildlife and conservation issues, with experience in protected area Logistics a distinct advantage
  • Willingness to travel to remote field sites
