COSACA Consortium Manager

Save the Children is recruiting a COSACA Consortium Manager, to be based in Maputo (with potential field visits to the provinces).

Duties
Programme Planning, Design and Implementation
  • Convene and lead consortium members in developing and maintaining an updated COSACA joint operational plan, which includes details of the thematic and geographic responsibility of each of the members
  • Once the Logistics Manager is hired, work with the COSACA Logistics Manager and COSACA partners to develop an emergency transport and logistics strategy to ensure ability of COSACA members to commence assessments, beneficiary registration and mobilising of stock within 72 hours of the onset of an emergency
  • Lead consortium members in a process to agree on criteria for the pre-selection of partners and carry out a mapping and stakeholder assessment of potential CSO partners
  • After the mapping and selection of local partners, MoUs with selected partners should be put in place and the already agreed capacity building plan for these partners should be operationalized, ensuring that participants are identified and a training timetable is in place
  • Work with COSACA consortium partners to renew and update the MoU with the INGC to include collaboration on coordinated, district-level preparedness and response planning, and the composition of contingency stocks, in addition to general response co-ordination at both the national and district levels
  • Launch procurement for prepositioned stock (in line with items agreed during a discussion on PDM to be held in country September 2013) to ensure that year 1 stocks are in place ahead of the flooding and cyclone season
  • Lead on development of detailed implementation plans and ensure that the grant is implemented as per plan, maintaining quality of work, review progress and provide periodic feedback to the COSACA management team
  • Ensure the program interventions are measurably effective and have increasing positive beneficiary impact
  • Facilitate smooth coordination of all COSACA partners and develop strong relationships with key stakeholders (INGC, CSO’s and district level organisations
Grants Management
  • Hold grants kick off meeting with relevant SCI stakeholders to ensure that key deliverables, conditions and reporting requirements of the project are well understood
  • Compile donor financial/spending regulations for the grant and ensure that COSACA members understand and adhere to them
  • Ensure that fee-for-service agreements with consortium members are drafted, agreed and signed, and that they include partner reporting templates, payment plan, budgets and reporting timeframes
  • Ensure that there is a spending forecast and commitment tracker in place to plan for and track spend, procurement, staffing and operational obligations
  • Work with finance department to ensure that charging methodology for operational costs is in place for country and provincial offices for the grant
Administration, Finance, HR and Procurement
  • Ensure adherence of SC financial, administrative and procurement procedures
  • Responsible for financial management and accountability of the COSACA program operating in the area
  • Develop TORs, job descriptions, and ensure that key staff are recruited and orientated, COSACA Logistics Manager, SCIMoz Donor Account Officer (100% COSACA), SCI Moz M&E Coordinator (100% COSACA)
  • Liaise with COSACA members to ensure that recruitment is finalised of key personnel on their organisations
  • Conduct performance appraisals of program staffs if and as required, ensure regular feedback and mentoring on individual performance
  • Oversee administrative, financial and logistic arrangements pertaining to the program as required
  • Work to maintain team spirit and morale among staff by encouraging personal and professional development
Report and Learning
  • Lead the development and submission of timely reports in line with donor requirements
  • Ensure the accuracy of the financial reports in coordination with the Finance departments across the member agencies
  • Attend coordination meetings and disseminate reports/information to relevant individuals
  • Contribute in developing/ designing and refining program monitoring plan and tools/formats
  • Establishes and supports a coherent monitoring and evaluation system for the project in coordination with the M&E Coordinator, maintains a database of key leanings from the program and build up an evidence-base of effective/less effective approaches
Representation and Coordination
  • Represent COSACA as requested with relevant operational agencies, government and local authorities, and UN bodies etc
  • Establish and maintain constructive working relationships with other NGO’s, UN agencies, local authorities INGC and other principle stakeholders. Attend coordination meetings with relevant stakeholders
  • Act as community liaison for the COSACA program, strengthening relationships with communities, governments and other relevant key stakeholders
  • Coordinate amongst COSACA’s technical expertise to ensure effective integration and application of cross cutting issues (particularly on gender, HIV/AIDS and accountability)
  • Within COSACA act as the liaison and information lead among COSACA agencies

  • Post-graduate degree in social/political sciences, arts or in a humanitarian assistance related field
  • Demonstrated 5-7years experience with humanitarian multi-sectoral humanitarian responses, including participatory assessment methods, in complex emergency contexts with an international NGO or UN agency
  • Ability to work independently and as a team player who demonstrates leadership and is able to support and train program staffs and also able to work in changeable situation in a sensitive and participatory manner
  • Demonstrated strong interpersonal skills including the ability to build and manage complex and diverse stakeholder relationships and develop harmonious teams in a cross cultural context
  • Ability to operate effectively under extreme circumstances including stress, high security risks and rough living conditions
  • Experience in capacity building
  • Able to manage a high workload and meet tight deadlines
  • Good command of English and Portuguese
  • Competent IT skills and experience of using email and Internet
  • Preference will be afforded to Mozambique nationals
