CODE is recruiting a Consultant (m/f), to be based in Maputo, Mozambique.
Description
  • Better Education through Teacher Training and Empowerment for Results (BETTER) is a seven-year, Global Affairs Canada and CODE co-funded project to support pre-service teacher training in Mozambique. Implemented by CODE and its Mozambican partner Associação Progresso beginning in July 2015, the ultimate goal of BETTER is to improve the quality of education for primary students by improving the quality of teacher education in Mozambique. BETTER aims to reinforce the use of student centered methodologies and promote gender equality in the project IFPs and primary schools, strengthen teachers’ skills to teach language and literacy, improve supervision and coaching for aspiring teachers during practicum, strengthen school management in placement schools, and improve the quality and quantity of materials to support language and literacy instruction. Through systematic monitoring and evaluation, and close coordination with the Mozambican Ministry of Education (MINEDH), BETTER will inform the expansion of similar interventions in the teacher program countrywide
  • BETTER is implemented in four IFPs (Teacher Training Institutes) in four provinces (Cabo Delgado, Maputo Province, Niassa and Tete) and in up to 150 project schools (20-25 per IFP). Teacher educators at the 4 IFPs (approximately 80), newly graduated teachers from the IFPs (approximately 1,200) and mentor teachers, school directors, pedagogical assistants, students and school councils at the 150 target schools (short and long practica) will directly benefit from the project activities
The overarching project goals is to improve
  • Primary teacher education with focus on teaching of literacy, by adopting student centered and gender sensitive pedagogy in the IFPs (and primary schools)
  • Primary teaching with focus on literacy, by adopting student centered and gender sensitive pedagogy in the primary schools
  • School management and mentoring of student teachers at the primary schools
  • As part of its efforts to promote gender equality, the project promotes awareness raising among teachers and teacher educators, and support the development of curriculum materials that promote women leadership and challenge negative stereotypes. Further, the project aims to support Ministry of Education and Human Development (MINEDH) to prevent and address school-related gender-based violence through o increasing the awareness of policies that address gender-based violence and mechanisms for reporting violations within the IFPs and schools. Overall, the project aims to contribute to the following specific related outputs:
  • Policies and mechanisms for combating gender violence/and promote equality established in the IFPs,
  • Support of MINEDH in having policies and mechanisms for dealing with gender violence in primary schools disseminated
  • Training of teachers on policies and mechanisms for combating gender-based violence and harassment in primary schools
Scope of Work
  • In line with these 3 above mentioned gender specific outputs, CODE is seeking a gender specialist with extensive experience in working in Mozambique. The applicant is required to have experience in the Mozambican legal framework and educational standards and have experience in the denouncing, referral and response mechanism on violence against children within the Educational system. Furthermore, the individual consultant can be requested to address other gender needs of the program that fall into different technical output arenas across the project life cycle
  • The first expected output of the consultancy will be to support MINEDH to develop a mechanism to denounce and respond to sexual harassment cases in the IFPs. As stated above, other outputs will be added to the consultancy on a need to need basis, therefore time flexibility of the consultant will be required
Requisites
  • Advanced university degree in social sciences, education or another related field
  • Ten years relevant experience and expertise in the areas of gender in Mozambique
  • Demonstrated experience of the legal framework to responses to violence against children and sexual harassment within the Educational system, specifically the denouncing and referral mechanisms
  • Ability to travel to the provinces required
  • Demonstrated ability to work collaboratively in teams
  • Previous experience with the Project Better and/or CODE a strong advantage
  • Time flexibility and availability to work at different time periods throughout the year
  • Excellent written and oral communication skills
  • Proven fluency in English and Portuguese is required

  • Contract period will be from 6 of May, 2019 to 31 of March, 2020, with different outputs pending on the project needs. CODE and the consultant would agree prior, in writing, the number of days expected for each specific output and based on the agreement the consultant will invoice accordingly
