CODE is recruiting a Consultant (m/f), to be based in Maputo, Mozambique.
Description
  • Canadian Organization for Development through Education (CODE) and its long-term partner Associação Progresso, are implementing a seven-year program in joint collaboration with the Ministry of Education and Human Development (MINEDH) in Mozambique, called Better Education through Teacher Training and Empowerment for Results (BETTER)
  • The purpose is to improve the quality of pre-service teacher education and ensure that the student teachers are empowered to use interactive methodologies and integrate crosscutting issues, including gender in their schools. The goals of the BETTER project are to improve the quality of teacher education and instructional practices in Mozambique
  • BETTER is implemented in four Teacher Training Colleges (IFPs) in four provinces (Cabo Delgado, Maputo Province, Niassa and Tete) and in project schools where IFP student-teachers conduct their practicums. The project supports the adoption of improved curriculum for pre-service teacher training in the IFPs that promotes child-centred and gender sensitive methodologies. By building the capacity of the IFPs and promoting more effective teaching methodologies, the project will also support the improvement of in-service teacher training
  • As part of this project, BETTER have supported MINEDH to elaborate manuals (textbooks) in five subjects – Portuguese Language; Mozambican Languages; Didactics of Portuguese Language; Didactics of Mozambican language; and Pedagogy. These manuals aim to increase student teachers’ learning in the IFPs and increase teacher educators’ capacity to use interactive methodologies. In 2019, the project also established a dynamic and user-friendly mobile learning platform to support primary teachers in Mozambique with digital and interactive hypermedia versions of these 5 manuals
  • During the current worldwide COVID-19 crisis, distance education has become more important than ever as students are not able to attend schools. This also holds true for IFP students. The BETTER project aims to support MINEDH and their IFPs to continue their learning process through innovative learning methodologies and online technologies
  • BETTER is today interested in identifying a service provider to convert the already developed hypermedia manuals, in “bite-sized” contents that can be distributed via a communication app (e.g. WhatsApp, Telegram or equivalent) to the IFP students for them to be able to continue their learning through a user friendly and innovative tool. The aim is also to create an enabling learning environment through constant engagement via mobile devices, that can strengthen the relationship between students and educational institutions, in this case the IFPs
Objectives of the consultancy
  • The overall objective of the consultancy is to transform the existing hypermedia modules in shorter “bite-sized” user-friendly educational content that can be sent via a communication app. The aim is support primary teacher education in Mozambique through training and on-going online support to teacher trainers, student teachers and primary teachers during the COVID-19 crisis and beyond
Duties
Products & tasks
Phase one
  • Product 1: Adaptation of 3 hypermedia manuals of Portuguese, Mozambican Languages and Pedagogy into small contents, that can be shared and studied by IFP students on a weekly bases, following the Mozambican Ministry of Education lesson plan directives (Plano Analítico) and will be delivery through a communication app platform
  • Adapt the content from the manuals into small units that are user friendly and compatible to mobile phones. Adapt the corresponding videos from the existing hypermedia to shorter versions that can be access through a communication app
  • Transfer and format the learning activities/exercises from the existing manuals so that they can be accessed via a communication app
  • Develop supporting document for teacher trainers linking the lesson plan (Plano Analítico) for the respective subjects to the developed communication app content
  • Product 2: Online training courses on ‘how to use the educational materials of the manuals through the communication app’
  • Develop training material for an online course (approximately 6 hours) with tutorials that can be distributed to BETTER supported IFPs and other IFPs in the country
  • Facilitate an online training for teacher trainers on each one of the three subjects
  • Product 3: Develop a Virtual Trainer “Bookshelf” that can be used as a repository of the teaching materials for a communication app (Product 1) and includes the tutorials (Product 2)
Phase two
  • Product 4: Adaptation of the 2 hypermedia manuals for Didactics of Portuguese and Mozambican Languages into small contents that can be studied by IFP students on a weekly bases, following the Mozambican Ministry of Education lesson plan directives (Plano Analítico), with delivery through a communication app. Adapt the content from the manuals into small units that are user friendly and compatible to mobile phones. Adapt the corresponding videos from the existing hypermedia to shorter versions that can be access through a communication app

  • Product 6: Populate the Virtual Trainer “Bookshelf” with the newly developed materials for the additional 2 manuals
Metodology, timeframe & expected time requirements
  • The service provider will be responsible for undertaking the tasks as outlined in the Point 3 (Activities and Tasks) and will work closely with CODE, Progresso, and Ministry of Education and Human Development. PHASE TWO of the products elaboration will depend on the successful implementation of PHASE ONE
  • Start date of the consultancy is mid- May 2020, with Phase One completed in June 2020, and Phase Two in August 2020 (if PHASE TWO is implemented)

  • Develop a Virtual Trainer “Bookshelf” that can be used as a repository of teaching materials for the communication app platform - 230 hours
Phase Two - Phase Two
  • Total - 250 hours
  • 2 hypermedia manuals on Didactics of Portuguese and Mozambican Languages elaborated for the communication platform - 150
  • Online training courses on how to use the educational materials of the manuals through the communication platform - 30
  • Populate the Virtual Trainer “Bookshelf” with the newly developed materials for the additional 2 manuals - 70
  • Expected total time commitment for PHASE ONE and TWO
  • Total - 900 hours
Evaluation Critiria
  • Criteria for evaluating proposals will be (i) the substantive expertise; (ii) the mix of proposed consultants to undertake the scope requested, (iii) the approach proposed and strategies to ensure local capacity building and transfer of knowledge, (iv) cost, (v) experience working in developing countries, ideally in Mozambique and (vi) fluency in Portuguese
