PSI is recruiting a Consultant for Senior Health Technical Advisor, to be based in Maputo, Mozambique.
Description
  • The consultant will provide high-level technical expertise to support program quality, strengthen strategic alignment with PSI’s goals, and enhance PSI’s visibility as a trusted leader in SRH, MNCH, HIV, Malaria, and Immunization in Mozambique. This role is critical for joining discussions with government officials, donors, and other partners, providing technical expertise that introduces innovative approaches while reinforcing PSI’s strategic direction
Technical Expertise and Program Support
  • Comprehensive Program Review: Conduct an in-depth review of PSI’s SRH, MNCH, HIV, Malaria, and Immunization programs, providing actionable recommendations to improve program quality, alignment with PSI’s agenda, and impact
  • Guidance on Design and Implementation: Advise on program design, implementation, and evaluation, incorporating evidence-based practices that are both innovative and strategically aligned with PSI’s priorities
  • Strategic Support: Offer targeted technical insights to the Country Representative and leadership team, reinforcing both strategic and operational decision-making to ensure all activities support PSI’s overarching objectives
On-the-Job Capacity Building and Knowledge Transfer
  • Integrated Capacity-Building Support: Provide practical, hands-on training to staff, emphasizing technical skills in SRH, MNCH, HIV, Malaria, and Immunization that directly benefit PSI’s programs
  • Development of Practical Materials: Develop tools, guidelines, and resources that empower staff to apply their learning and sustain program quality
  • Knowledge Sharing and Collaboration: Facilitate regular sessions to keep the team updated on health sector innovations and best practices, fostering a culture of continuous learning that aligns with PSI’s goals
Strategic Opportunity Identification and Business Case Development
  • Health Sector Analysis: Analyze the health sector to identify strategic opportunities that align with PSI’s priorities, aiming to enhance program effectiveness and partnership potential
  • Business Case Development: Create and present compelling business cases for new initiatives that demonstrate value and impact, engaging internal and external stakeholders to gain support and alignment
  • Prioritization of Opportunities: Collaborate with PSI’s leadership to prioritize opportunities that best align with the organization’s strategic objectives
New Business Development and Stakeholder Engagement
  • External Engagement: Join the Country Representative and leadership team in discussions with government officials, donors, and other partners, offering technical expertise that introduces fresh ideas while reinforcing PSI’s strategic direction
  • Representation and Visibility: Actively represent PSI at meetings, conferences, and working groups to strengthen PSI’s profile and reputation as a reliable, strategic partner in Mozambique’s health sector
  • Proposal Development Support: Support proposal development efforts by ensuring technical rigor and alignment with PSI’s priorities and donor expectations, thereby enhancing the quality and impact of PSI’s proposals
Organizational Positioning and Thought Leadership
  • Positioning Strategy: Develop and implement strategies that position PSI as a leading partner in SRH, MNCH, HIV, Malaria, and Immunization, in line with PSI’s strategic direction
  • Showcase Expertise: Identify and pursue opportunities to highlight PSI’s expertise through publications, speaking engagements, and partnerships, establishing PSI as a thought leader in the health sector
  • Promotional Materials: Draft concept notes, presentations, and materials tailored for diverse audiences to effectively communicate PSI’s work, reinforcing its strategic goals
Duties
Deliverables
  • The consultancy will last four months, with monthly planning sessions to define priorities. Key deliverables include:
  • Technical Review Report: Summary of findings and recommendations from the program review
  • On-the-Job Capacity-Building Support and Materials: Deliver training sessions and develop practical materials as needed
  • Strategic Business Cases: Develop and present at least three business cases aligned with PSI’s objectives
  • New Business Development Contributions: Prepare at least two concept notes, contribute to proposals, and engage stakeholders
  • Positioning and Visibility Plan: Outline strategies and actions to enhance PSI’s visibility across health areas
  • Final Report: Summarize consultancy activities, key achievements, and recommendations for sustained impact
Timing
  • The consultant will be engaged for two (2) months, working an estimate of three (3) days per week. This schedule allows time to meaningfully support project objectives while enabling proactive collaboration with PSI’s leadership and key stakeholders
Requisites
  • Advanced degree in Public Health, Medicine, Health Policy, or a related field
  • 8-10 years of experience in SRH, MNCH, HIV, Malaria, and Immunization, with expertise in program design, implementation, and evaluation
  • Knowledge of global health standards and frameworks, particularly in low-resource settings
  • Knowledge on the changes in the global health landscapes nationally and internationally
  • Proven experience developing business cases and engaging stakeholders, including government bodies, NGOs, and donors
  • Success in proposal development and new business initiatives
  • Strong communication and presentation skills; fluency in English and Portuguese
  • Analytical skills to distill complex information for diverse audiences
  • Demonstrated capacity-building experience
  • Familiarity with Mozambique’s health landscape is a plus
Terms and Conditions
  • The position is full-time with a level of effort of three (3) days per week
  • The consultant will be expected to work at the PSI Mozambique office in Maputo and travel to the field when necessary and as agreed
  • The consultant will report to the PSI Mozambique Country Representative
  • Please note that this Scope of Work is an indicative and can be modified to better meet the needs of the organization
Evaluation Criteria
  • Applicants will be evaluated based on the following criteria:
  • Technical expertise and Program support with organizational positioning and thought leadership (30%)
  • Demonstrated expertise in SRH, MNCH, HIV, Malaria, and Immunization
  • Proven ability to conduct in-depth program reviews, provide actionable recommendations, and align interventions with organizational priorities
  • Experience in representing organizations at strategic forums, developing positioning strategies, and showcasing thought leadership through publications, presentations, or partnerships
  • Strategic opportunity identification, Business case development, and stakeholder engagement (35%)
  • Ability to analyze the health sector to identify strategic opportunities that enhance program effectiveness and partnership potential
  • Proven track record of developing compelling business cases and engaging internal and external stakeholders effectively
  • Strong stakeholder engagement skills, including experience in discussions with government officials, donors, and partners to ensure alignment with strategic objectives
  • On-the-job capacity building and knowledge transfer (20%)
  • Experience in delivering hands-on training and mentoring to staff, with a focus on strengthening technical skills in SRH, MNCH, HIV, Malaria, and Immunization
  • Development of tools, guidelines, and resources that empower teams to sustain program quality
  • Ability to foster a culture of learning and collaboration, ensuring knowledge sharing and continuous improvement
  • Financial proposal (15%)
