DAI is recruiting a Consultant - Agri-inputs Private Sector Engagement, to be based in Nampula, Mozambique.
Description
- Programme: PROMAS – Promoting Sustainable Agricultural Markets in Northern Mozambique
- PROMAS is a Swiss Agency for Development and Cooperation (SDC) funded initiative that promotes the establishment of resilient agricultural market systems that seeks to strengthen female and male smallholder farmers (SHFs), micro, small to medium enterprises (MSMEs) to participate in agricultural inputs, outputs, and services markets in northern Mozambique. This will contribute to their increased income and employment opportunities. The project is implemented by DAI Global UK (DAI) in the three northern provinces of Nampula, Niassa and Cabo Delgado
- PROMAS uses the market systems development (MSD) approach where the project facilitates market actors—including input producers, distributors and retailers, commodity aggregation traders, service providers, and other private sector actors—to identify and address binding constraints that limit inclusive growth of agricultural markets. To advance this, PROMAS engages prospective partners to jointly identify constraints, co-design and pilot interventions that address the constraints, and co-develop sustainable solutions that improve SHF integration into value chains. Central to this approach is building effective partnerships with market actors through structured engagement processes leading to formal partnership agreements
- PROMAS wishes to hire experienced consultants in the MSD approach to support the private sector engagement for the upcoming 2025/26 agricultural season
- Objective of the Assignment: The objective of this consultancy is to facilitate the engagement of prospective and existing partners and guide the development of partnership agreements that outline clear interventions, roles, and commitments for inclusive market development
Duties
Partner Identification & Engagement
- Support PROMAS in mapping and prioritizing potential market partners (input producers, distributors and traders)
- Initiate and facilitate structured discussions with prospective partners to assess interest and alignment with PROMAS objectives
Market Analysis & Constraint Identification
- Work with partners to identify binding constraints hindering market growth and SHF participation
- Facilitate problem analysis to ensure interventions address systemic issues
Intervention Design & Piloting
- Co-develop innovative intervention ideas with partners to overcome constraints, considering feasibility, commercial viability, and potential for scale
- Support design of pilot activities to test interventions
Partnership Agreement Development
- Facilitate negotiation of roles, responsibilities, and resource commitments between PROMAS and partners
- Draft partnership agreements/deal notes, ensuring alignment with PROMAS’ MSD principles and donor compliance
- Support the finalization of agreements
Capacity Building and Knowledge Transfer
- Work with PROMAS staff in partner engagement and negotiation techniques
- Provide practical tools (e.g., engagement templates, facilitation guides) for future use
Deliverables
- The consultant will provide:
- Inception Report with workplan, methodology, and engagement approach
- Partner Engagement Report(s) summarizing meetings, interests, and identified constraints
- Draft Intervention Concepts co-developed with partners
- Draft Partnership Agreements and deal notes for each engaged partner, including clear intervention design, roles, and commitments
Requisites
- The consultant(s) should possess:
- Advanced degree in Agribusiness, Economics, Rural Development, Business Development or related fields
- At least 7–10 years’ experience in agricultural market systems development, private sector development, or agribusiness consulting
- Proven track record in facilitating partnerships between development programs and private sector actors
- Strong understanding of inclusive MSD approaches
- Excellent facilitation, negotiation, and communication skills
- Experience in Mozambique required
- Portuguese proficiency strongly desired

- Duration and Level of Effort: The assignment is expected to run over, the period mid-October to end of November with an estimated 50 days of input
- Work will be based in northern Mozambique with field travel as required, and some remote engagement with PROMAS team
- Reporting & Management: The consultant will report directly to the PROMAS Team Leader (or designated Partnerships Manager). PROMAS will provide oversight, logistical support, and necessary background materials

- A technical proposal detailing their experience of a similar nature, understanding of the assignment, methodology, and workplan.
- The technical proposal should not exceed 12 pages, including CVs (with Arial, font 11, normal margins)
- A financial proposal indicating daily fees rate and other estimated costs. DAI will cover travel expenses according to the donor guidelines
