Budget Analyst-Accountant

US Embassy is recruiting a Budget Analyst-Accountant, to be based in Maputo.

Duties

• Incumbent performs all aspects of budget execution and allotment accounting
• Coordinates requirements with program managers, establishes obligations, issues fiscal data based on fund availability, provides status of funds reports monthly for various agencies
• May serve as back to fellow budget analyst-accountants

Requisites

• University Degree (2 years) in Accounting, Finance, or a business management related field is required
• Minimum of two years of experience in the areas of accounting, funds control, budgeting, accounts maintenance, or auditing is required
• Level IV (fluency) in read/written/spoken English is required. Level III (good working knowledge) in read/written/spoken Portuguese is required
• A good working knowledge of basic requirements of budgeting and accounting procedures, use of accounting documents and ability to reconcile accounting records in the accounting system is required
• A good working knowledge of accounting terminology and codes necessary to classify transactions in an automated accounting system is required
• Possession of a high level of interpersonal skills in order to be able to provide clear, concise customer service to the managed programs and a high level of skill in articulating complex issues and relationships between functions/ programs/projects and funding options is required
• Ability to analyze average to moderately difficult budgeting and accounting transactions, accounting codes, and accounting structures, sufficiently to be able to detect errors and avoid over-obligations is required
• Ability to operate a computer and an adding machine is required
• Understanding of word processing and spreadsheet software is required
