VillageReach is recruiting an Advisor to Support IAR and COVID-19, 2022 Response Plan (m/f), to be based in Maputo, Mozambique.
Description
  • In its efforts to mitigate the impact of public health emergencies, the Government of Mozambique and BMGF partnered with Dalberg and VillageReach to provide technical assistance to Ministry of Health (MISAU) to strengthen its capacity to respond to public health emergencies. VillageReach, as the local implementing partner, seeks for a Advisor to support MISAU Technical working Groups (TWG) and COVID-19 National Response Coordination Advisory team to conduct the 2021 COVID-19 Pandemic Nacional Response Inter Action Review, as well as to elaborate the budgeting for the 2022 COVID-19 Pandemic Nacional Response Plan
Duties
  • Desk review of relevant COVID-19 plans, strategies, MISAU’s plans/strategies and other documents
  • Use the relevant tools/notes templates for implementation and compiling the findings of an Inter Actions Review (IAR)
  • Prepare the draft report and a presentation of the IAR for MISAU taskforce and TWG
  • Participate in the discussions of IAR’s report drafting with MISAU taskforce and TWG and incorporate inputs
  • Operationalize IAR findings to develop 2022 COVID-19’s National Response Plan
  • Conduct preliminary forecasting of commodities for the 2022 COVID-19’s National Response Plan, as required by pillar activities, in collaboration with MISAU TWG and other stakeholders
  • Support development of proposal supplements, documentation of procedures, annexes for COVID-19, 2022 National Response Plan
Expected Output
  • IAR report (Portuguese and English version) - by November 15th , 2021
  • High level executive summary of the IAR report (Portuguese and English version) - by November 30th , 2021
  • 2022 COVID-19 National Response Plan - by January 30th , 2022
  • Costed detailed activities plan for COVID-19 tables of 2022 COVID-19 National Response Plan - by January 30th)
Timing and Level of Effort
  • The Advisor will be engaged for eight hours per day during the working week. The engagement is expected for 5 months (five months). The assignment is expected to start in October 1st, 2021
  • It is expected that the Advisor may have to work additional hours depending on the workload to meeting the expected results

Requisites
  • The Advisor shall have the following minimum qualifications and experience:
  • Master’s degree (preferably PhD) in Public Health, Biomedical Sciences, Program Management, Business Administration or any relevant field
  • Skills Requirements:
  • Experience in public services management, preferably in emergencies within the health care sector
  • At least five (5) years of proven reporting experience and working with government authorities
  • Proven ability to: (i) handle multiple tasks under pressure with short deadlines; (ii) ability to work independently; and (iii) excellent interpersonal communications and teamwork skills
  • Excellent knowledge of spoken and written Portuguese and some skills in English would be an advantage
  • Proficient in Microsoft Office Suite (Word, PowerPoint, Outlook, Excel) and comfortable in a fast-paced technical environment

  • VillageReach has no private offices, employees work in a shared, open environment with task and conference rooms accessible to employees for privacy and meetings. The noise level in the work environment is usually quiet. Due to the time zone differences between our Seattle office and our Country Offices and location of other global staff, US based staff are expected to be available for early morning meetings starting at 6am. In addition, our global HQ and Country office staff are expected to be available for late afternoon/evening meetings up to 6pm [Include how much time (rough percentage) of the work is spent sitting, versus standing and what physical demands will be asked of person.
