- GIZ is recruiting for the Program Western Indian Ocean Governance Initiative (WIOGI) one Advisor on Investment Opportunities and Finance Inclusion (m/f/d), based in Tete (with recurring trips to Inhambane)
- As part of the BMZ projects ‘VaMoz Competir’ and ‘WIOGI’, with a co-funding from the EU, GIZ is implementing the Sustainable Blue Economy Initiative in Mozambique (2024 – 2028)
- The overall objective of the action is to enhance Mozambique’s climate smart, resilient and inclusive economic growth through the promotion of an inclusive and sustainable blue economy. The specific objectives of the intervention are: 1) Increase investments in an inclusive and sustainable blue economy; 2) More inclusive, efficient, and sustainable fisheries and aquaculture value-chains and 3) Sustainably managed and resilient marine and coastal ecosystems
- This position contributes to specific objective 1 on ‘increase investments in an inclusive and sustainable blue economy’, and output 1.1 ‘National capacities for coordination, information management and investment promotion for blue economy are strengthened’. However, it is also expected to create interlinkages with specific objective 2 of the project focused on developing ‘more inclusive, efficient, and sustainable fisheries and aquaculture value chains’, and specific objective 3 on ’Sustainably managed and resilient marine and coastal ecosystems’
- The advisor is expected to contribute to the following project work packages:
- Facilitating investment opportunities in the sustainable blue economy sector, working to financially include micro and small companies as well as informal producers. In addition, coordinating at the local level the implementation of incubation and acceleration activities for pipeline creation
- Implement the measures to promote and prepare investment-ready companies engaged in blue activities, among others support to prepare legal documentation, business plan and financial statements, organize pitch decks, matchmaking of companies with funding opportunities, develop environmental impact plans, and ability to male digital payments
- Support the development of new or adapted financial products or services for an inclusive and sustainable blue economy. Contribute to the development of new or adapted financial products or services for an inclusive and sustainable blue economy
- The advisor on Investment Opportunities and Financial Inclusion is expected to coordinate the implementation of activities related to the promotion of tailored and new financial instruments aimed at improving the access and usage of financial products and services for SMEs, MSMEs and informal producers engaged in sectors linked to the blue economy
- She/he has to have an investment and business profile, with experience in financial analysis and blue businesses. This role requires frequent travels across multiple provinces among others Tete, Manica, Inhambane, Sofala, Nampula
Duties
- Identify potential beneficiaries (SMEs, MSMEs, mobile agents, cooperatives, informal producers, associations, etc) active in the blue economy sector
- Coordinate at the local level, in alignment with GIZ in Maputo, the implementation of the financial needs assessments to promote blue investments
- Provide technical assistance and conduct financial (digital) literacy trainings to already created or new informal saving groups for an inclusive and sustainable blue economy: organization, planning and monitoring
- Adapt the GIZ financial literacy manual to the blue economy context and innovative ongoing-upcoming solutions
- Facilitate the matchmaking of companies with the formal and informal financial sector to promote blue investments
- Assess and identify local opportunities to unlock finance for blue activities
- Develop and implement activities to increase access and use of financial services and products
- Provide technical assistance at the local level to implement incubation and acceleration activities for pipeline creation
- Coordinate at the local level the implementation of the business development services to make companies bankable e.g. training, coaching, mentoring
- Design, advertise & tender, monitor and steer service contracts in these above-mentioned areas
- Support national partners (e.g. ProAzul, AdZ) on the due diligence processes for assessing and deploying the matching grants and other upcoming financial instruments
- Provide technical assistance on incentive-based financing mechanisms to communities and identify concrete opportunities to generate alternative income for conservation
- Assess and identify local opportunities to unlock finance for blue activities
- Provide direct advisory to local counterparts and scout opportunities for synergies to jointly promote an inclusive blue economy sector
- Organization of different event formats, workshops, meetings
- Supporting the planning and monitoring of activities, the necessary innovation and, knowledge management as well as communication measures on processes and results
Requisites
- University degree, Banking or Finance, Agri-finance, Business Administration, entrepreneurship, Economics or a related field
- Fluency in Portuguese; very good command of spoken and written English
- Proven ability to work in an international team, strong teamwork skills
- Excellent communication skills
- Firm command of digital working methods and instruments (MS Office, Teams)
- General professional experience
- At least 5 years of relevant professional experience in Business and Private sector development, and development finance
- At least 5 years of relevant professional experience in Access to Finance or Microfinance
- At least 3 years of experience in conducting due diligence processes and working in incubation and accelerator programmes
- Other knowledge, additional competences
- Proven experience in technical advisory for implementing business development services’ initiatives
- Proven experience in technical advisory of informal saving groups and financial literacy
- Familiarity with at least one of the sectors of fisheries, aquaculture, circular economy, tourism, renewable energy
- Knowledge of the Blue Economy National Strategy (EDEA)
- Willingness to successfully complete necessary further training to ensure project success
