- GIZ is recruiting for the Global Partnership for Education (GPE), one Senior Gender, Equality Specialist (m/f) based in Maputo
- The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development. - In February 2024, GIZ has successfully undergone the accreditation process for the role as Grant Agent for Global Partnership for Education (GPE) funding and has been selected as GPE Grant Agent in Mozambique
- The GPE is a major international fund that provides financial support to education systems in developing countries, including many African nations. It mobilizes resources from various donors to support initiatives aimed at improving access to quality education, strengthening education systems, and promoting equity in education
- In its role as GPE Grant Agent, GIZ is now requested to assist the Mozambican government, more specifically the Ministry of Education and Human Development (MINEDH), in the implementation of the GPE System Capacity Grant (SCG) (3,3M USD), the GPE System Transformation Grant (STG) (107M USD) and the Girls’ Education Accelerator (GEA) (10M USD). The majority of the funds (~ 85%) will be channeled through the education sector basket fund FASE. The remaining funds will be implemented directly by GIZ to support an efficient the education sector basket fund FASE. - The Senior Gender, Equality Specialist will be a key member of the team for the GPE grants managed by GIZ. He/she will be responsible for the overall technical assistance in the area of gender and inclusion to the Ministry of Education and Culture (MEC) and their various thematic departments, especially in the department for cross-cutting topics, Primary Education, Secondary Education, Cooperation and Planning, Financing, and Teacher Training
- Working closely with the Team Leader and the Grant Supervision Team, the Senior Gender, Equality Specialist will be responsible for the implementation of various components of the programme, specifically with regards to advisory in gender and human-rights based approaches. He/she will also coordinate closely with the Capacity Building team, especially with regards to all capacity building measures on gender-sensitive education, making sure that the measures align with the overall programme objectives and approach
Duties
- This includes, among other tasks:
- Lead technical assistance and advisory on gender and inclusion for various departments of the Ministry of Education and Culture, specifically the department for cross-cutting topics, Primary Education, Secondary Education, Cooperation and Planning, Financing, and Teacher Training responsible for engagement with and participation in sector coordination formats and working groups, provide input on status of grant implementation
- Responsible for overseeing project implementation with regards to activities related to gender hardwiring and girls’ education, incl. participation in and contribution to regular meeting formats (e.g. Gender Working Group)
- Assisting MEC in implementing reform approaches related to gender-sensitive education as agreed on in the Partnership Compact and other sectoral strategies, specifically with regards to achieving indicators of results-based financing
- Support in the designing, conducting and overseeing of capacity development approaches with regards to gender equity, inclusion and human rights at central and decentralized levels of the Mozambican education system
- Preparation, management and accompanying of missions/ consultancies to support MEC’s gender-sensitive education approaches, in close collaboration with MEC, the Supervision team and the Capacity Development team, including the drafting of Terms of Reference, managing a tendering process and guiding of consultants
- Preparation of and participation in monitoring missions
- Contribution to reporting formats towards MEC, GPE, FASE partners and BMZ
Requisites
- Master’s degree or equivalent in public policy (social services), gender studies, education, development studies or international development
- Fluency in Portuguese; very good command of spoken and written English
- Proven ability to work in an international team, strong teamwork skills
- Excellent communication skills
- Firm command of digital working methods and instruments (MS Office, Teams)
- General professional experience
- Minimum requirement of minimum 10 years of experience in support of gender equality in education (gender-transformative education system strengthening, gender-sensitive curriculum development, gender-sensitive education management and planning, capacity building of education staff in the area of gender and inclusion...)
- Experience in working directly with or providing technical assistance to a Ministry of Education, Ministry of Gender or an education-related entity, preferably in Mozambique
- Experience in designing, conducting and overseeing capacity building measures/trainings
- Experience in preparing and managing consultancy contracts/ assignments
- Experience with donor coordination mechanisms and/ or multi-stakeholder platforms
- Experience with high level political coordination & engagement
- Specific professional experience
- Minimum 7 years of experience in providing technical support to gender-transformative education projects, programs or policies.
- Extra number of years and projects will be considered as an asset
- Minimum 5 years of experience in capacity development related to gender equality and inclusion
- Experience in the application of human-rights based approaches, especially in the education sector, will be considered a strong asset
- Experience with the implementation and monitoring of GPE-funded programmes would be a strong asset
- Prior experience/knowledge of GIZ procedures will be treated as advantage
- Willingness to improve qualifications as required by the tasks to be performed
- Sensitivity in the treatment and elimination of documents that may be important
- Predisposed to work in an international team
