  • The USAID Feed the Future Mozambique Inova program was executed by DAI and USAID on February 22, 2017; The five-year, $20.9 million project, funded by USAID, will work to increase equitable, pro-poor agricultural growth by linking private and public actors to create more effective value chains in high-priority sectors
  • Inova will take a flexible, portfolio-based approach, adapted from the finance industry, to identify value chain development opportunities that would benefit smallholder farmers and women, and then use technical assistance and project funds to buy down risk and scale up innovative inclusive growth activities
  • The project has three components: analyzing value chains, developing value chain work plans, and gathering and utilizing learning throughout the process
  • Overview: The primary objective of this role is to provide ongoing support and consulting to the COP, technical teams, human resources, and Monitoring Evaluation and Learning (MEL) teams in the implementation of the Inova Gender Action Plan.
  • Additionally, the Women’s Empowerment Specialist will ensure the integration of a gender perspective in the value chain implementation activities
  • The level of effort for this position is 20 hours per week
Duties
  • Design, plan and conduct a basic training for all Inova staff members on office culture and respect in accordance with USAID and DAI policies
  • Design and conduct a workshop for technical staff and project leadership about the socialization of gender norms and statuses, how gender relates to value chain development, the context of gender inequality and empowerment in Mozambique, and the Gender Action Plan; The workshop should also include information on WEAI (Women's Empowerment in Agriculture Index) and the "Domain Model"
  • Provide input on integration of gender analysis into market research plans and instruments
  • Meet with MEL team monthly to review targets and results and assist the team in analyzing the results disaggregated by gender
  • Meet with technical managers monthly to review targets and results and provide input into their intervention strategies on how to integrate gender and promote women’s economic empowerment
  • In collaboration with Inova leadership, develop an action plan for monitoring and mitigating risks to gender relations and women’s empowerment that may arise from the proposed interventions
  • Support technical managers and field teams in creating value propositions that support business investments in women’s empowerment
  • Conduct quarterly field visits to project sites to support interventions and recommend ways to enhance Inova’s women’s empowerment results
  • Beginning in Year 3, collaborate with the MEL team to conduct applied research on what works for women’s empowerment in agriculture and the gender audit
  • Contribute towards field inputs into the quarterly and annual reports as required by the program, participation in internal and external meetings
  • Contribute to establishing a team culture grounded in collaboration, openness, and learning
Requisites
  • At least 4 years’ experience in agricultural value chain development, enterprise development, and women’s economic empowerment
  • A Bachelor’s Degree in economics, women’s studies, sociology, or other related field
  • Demonstrated ability to work effectively with rural women in Mozambique
  • Experience developing and conducting trainings and workshops about gender and agricultural value chains required
  • Experience creating business value propositions that support women’s empowerment preferred
  • Demonstrated networks with a diverse array of businesses, government agencies, and civil society organizations related to agricultural value chains and women’s empowerment
  • Strong interpersonal skills, including an ability to maintain harmonious professional relationships, strong listening skills, ability to multi-task, and strong organizational skills
  • Demonstrated analytical and writing skills 9. Fluency in both Portuguese and English
  • Familiarity of USAID gender policy and previous experience in USAID activities will be given preference
  • Supervisor: The Women’s Empowerment Specialist will report to the Chief of Party
