UN Information Technology Officer – Fixed Term

World Food Programme is recruiting a UN Information Technology Officer - Fixed Term, to be based in Maputo.

Duties
Supervision received
  • The United Nations Information Technology Officer (NOA) reports to Head of Information and Technology Department at WFP, and is under direct supervision of the Operation Manager of the supported UN Agencies
  • Accountabilities
  • Within delegated authority, the United Nations Information Technology Officer will be responsible for the following duties
  • Provide leadership in specific technical areas of competence, i.e. Information Technology (IT) operations, IT Coordination, applications development management, IT business strategies, relationship building and management, etc
  • Provide expert level advice to Agency HQ IT Division and senior management on all aspects of IT (i.e. policies, procedures and guidelines), and provide proactive and innovative approaches to delivery of IT services as well as strategic and policy issues
  • Establish and maintain strong partnerships with colleagues and external suppliers
  • Design and manage deployment of IT and Telecommunications systems, equipment and applications including inventory, budgeting and planning in accordance with respective Agency corporate standards
  • Integrate IT and Telecommunications systems and applications to ensure appropriate data security and access controls considering both local and wide area network issues
  • Maintain, upgrade or enhance existing systems and applications including troubleshooting; incident recording and provide continuing user support including keeping stocks of spare parts and equipment to support the repair and maintenance of Information Technology and Telecommunications equipment
  • Develop and maintain appropriate Information Technology and Telecommunications contingency capacity. Contribute to the preparation and regular update of contingency plans; periodically monitor the management of risks and report on any actions taken; ensure that all Agencies are always adequately equipped
  • Preparation of training modules and materials and ensure staff are appropriately trained
  • Develop technical specifications needed to facilitate procurement of TC/IT equipment and services at the least cost possible and in line with rules and regulations stipulated in each specific Agency
  • Track and monitor IT and Telecommunications investments and recurrent costs, propose and implement methods to increase cost-efficiency
  • Identify and test new software and hardware for improving and upgrading system performance
  • Install any technology upgrades as per Agency standard and need
  • Ensure effective coordination with other UN agencies in order to maximise possibilities of inter-agency collaboration in the field of IT and Telecommunications
  • Prepare TC/IT tender documents and carry out technical evaluation of bids and proposals received
  • Negotiate for TC/IT services with local service providers
  • Perform other related duties as required
Expected Results
  • Under close guidance of the supervisor, provides rudimentary analysis for specific projects and actively contributes as a team member to the improvement, compilation, analysis, maintenance and reporting of IT data
  • Applies specialized knowledge in resolving daily issues and contributes to the design, development and usage of systems and applications to meet business requirements in a timely manner. Effectively interacts with colleagues and user groups

  • The IT Officer should follow the rules of individual Agency, therefore software application and confidential information should not be shared with other Agencies unless authorized
Requisites
Education
  • University degree in computer science, information systems, mathematics or IT related area
Experience
  • At least two years of graduate professional experience in the Management, planning, design, development, implementation and maintenance of computer information systems or related area
Technical skills
  • Management, monitoring and maitenance of ICT services; as well as prepare IT documentation
  • Management IT Data Center, Windows 2008 Network Infrastructure, hardware and software platforms, telecommunications facilities, knowledge of Windows-based packages/applications
  • Management of Web Application, remote/cloud services, conference services
  • Supporting users’ PCs Operating system, Outlook email, Microsoft Lync, Cloud services, applications software, Local Network, WiFi system, Router, Switches, Printers, photocopy machine, PABX system, Motorola Radios, Hardware and software issues, etc
  • Skill in IT Governance framework, Disaster Risk Plan development
  • Training on Cisco Certified Network Administration (CCNA), Microsoft Network Administration, Network security, IT Service management and General knowledge of UN system policies, rules, regulations and procedures would be an added advantage
Language
  • Fluency in Portuguese and English oral and written communication
