The British High Commission is recruiting a UK Provincial Adviser and Liaison Officer G7, to be based in Maputo, Mozambique.

  • Main purpose of job: This role supports Goal 1 of the British High Commission’s Country Business Plan; Peace and Stability: to enhance Mozambique’s peace and security role in the region and globally through preventing humanitarian suffering and promoting long-term peace and stability in Mozambique, reducing regional and upstream security threats
  • Since insurgents attacked Cabo Delgado in 2017, the conflict in Northern Mozambique has resulted in the deaths of almost 5000 people and displaced almost 1 million. The intensity of the conflict has massively stunted the country’s economic growth and commercial opportunities have been paused, halting much needed economic development. Though the Government reports the situation has stabilized, and Total are moving towards a resumption of operations, the situation remains fragile, with groups of violent extremists dispersed and continuing to carry out low level attacks
  • The UK is working in partnership with Mozambique and the International Community to support stabilization and peace building efforts advocating for a triple nexus approach. Through our defence co-operation we are providing capacity building to the Mozambican Armed Forces, and we have contributed £23m in humanitarian aid. Our £3.8m Peace and Stability programme is in inception phase and a joint Northern Mozambique/Southern Tanzania Borderlands £2.5 2 year CSSF programme is being mobilised. UKEF is worth £1bn to the region. The UK is an active member of the ICCT and DCP platforms for engagement
  • This position will play a vital role in supporting the delivery of the UK’s strategy for Northern Mozambique, a key component of the Business Plan goal 1. Being the eyes and ears on the ground, you will help guide our policy making and strategy delivery. The successful candidate will be a self starter, well connected and informed on latest developments, with sound analysis and reporting skills. You will be the UK’s representative in Cabo Delgado, and be expected to support with high level visits, which support HMG objectives in Northern Mozambique. There will be opportunity for travel to Maputo and potential for regional travel. Programme, humanitarian and/or PCVE experience will be desirable

Duties
  • Roles and responsibilities/what will the jobholder be expected to achieve?:
Information gathering and sharing
  • Monitor and report on key political, security, conflict and commercial developments and key changes in context
  • Report on local progress and approach to key GoM and partners development plans and approaches to Cabo Delgado such as the PREDIN and PRCD
  • Gather humanitarian updates from GoM at provincial and local level including liaising with INGD and other government bodies
Advice and Policy input
  • Support shaping of UK strategy and approach to Cabo Delgado providing inputs on local context
  • Provide advice and input into key programme decisions across the UK Mission (development, humanitarian, political and commercial) with respect to local political and cultural context and key stakeholders in Cabo Delgado
  • Participate in Key UK missions and events in Cabo Delgado as is necessary
Liaison and dialog
  • Engage with key government actors and stakeholders ensuring mutual UK/Mozambican objectives are progressed on key issues particularly concerning coordination of development, peace building, humanitarian and commercial objectives and activities
  • Engagement with humanitarian clusters and coordination mechanisms: engage with cluster leads as is relevant to support key UK humanitarian objectives
  • Liaise with key development partners (UN and other implementing partners) on UK plans and activities as is needed
  • Link with key local actors in particular local civil society, religious leaders and private sector actors to understand key concerns and perceptions of context and key developments
  • Support visits and or arrangements of BJC and Uk visitors including senior engagements in Cabo Delgado
Requisites
  • Fluent in Portuguese and English
  • Experience of working with and or in government at the provincial level including senior engagement
  • Experience of humanitarian, development and or conflict focused programming
  • Ability to work flexibly and independently including involving travel across the region
  • Knowledge of one or more local language
  • Knowledge of the Humanitarian sector and activities including with the international community
  • Private sector experience
  • Communicating and Influencing, Making Effective Decisions, Seeing the Big Picture, Working Together
