DAI SPEED is recruiting a Transversal Advisor for Public Financial Management and Fiscal Governance for the USAID SPEED Project (m/f), to be based in Maputo, Mozambique.
Description
  • The USAID SPEED Project is seeking a mid-high level consultant, immediate for a period of 12 months, with 10+ years of experience in economics/governance issues, particularly around allocation and spending of resources by public entities and the accounting and reporting on those expenditures, internal control, public procurement, and fiscal risks management
  • In particular, the candidate should have strong expertise on public financial management issues, including, but not limited to: 1) improved budget execution based on a sound chain of expenditure, (2) strengthening the control framework, (3) disclosure of fiscal risks, and (4) transparency in procurement. The adviser must demonstrate energy, patience, and attention to detail. She or he must also be available to build the capacity of relevant officials as needed at the relevant public institution
Requisites
  • Bachelor’s degree in economics, sociology, development studies, political science, international development or any other relevant field required. Advanced degree (Masters) preferred
  • Profound knowledge and good experience in working on PFM and matters related to fiscal governance in Mozambique
  • Ability to effectively manage and deliver technical assistance on time and within budget
  • Relevant experience in working with public institutions, private sector, donors and CSOs in Mozambique
  • Experience working on USAID-funded projects is preferred
  • Ability to respond effectively to time sensitive demands & inquiries
  • Excellent organizational skills with a willingness to take initiative
  • Ability to manage and prioritize multiple concurrent tasks Excellent communications and personnel management skills and ability to relate to people at all levels of an
  • organization and of different multicultural backgrounds
  • Extremely well organized and self-directed individual with sound technical skills, and analytical ability
  • English and Portuguese knowledge are required
