DAI is recruiting a Markets Technical Lead, to be based in Nampula, Mozambique.
Description
  • Promoting Sustainable Agricultural Market Systems (PROMAS) is a Swiss Agency for Development and Cooperation (SDC) funded project implemented in the three provinces of Nampula, Niassa, and Cabo Delgado in northern Mozambique, with national clients in Maputo.
  • PROMAS is implemented by DAI Global UK (DAI). The project goal is “to increase income and employment opportunities for female and male smallholder farmers (SHF), youth and Micro, Small and Medium Enterprises (MSMEs) in northern Mozambique through their engagement in resilient market systems”. The recruitment is for the implementation phase that runs from
  • January 2024 until December 2027.
  • PROMAS uses the Market Systems Development (MSD) approach to promote SHF and MSMEs participation in selected value chains: Maize, horticulture, sesame, groundnuts, and pigeon pea.
  • PROMAS promotes the establishment and growth of markets for agricultural inputs, output markets, financial and other services, and promotes an enabling policy environment through engaging value chain market actors, service providers and regulators to facilitate the development, piloting and scaling of effective and sustainable models that address systemic constraints of smallholder agricultural development.
  • PROMAS plays a facilitative role and enables the market actors, regulators, and service providers to take the lead in addressing constraints to smallholder agriculture development.
  • PROMAS promotes climate change adoption through adoption of agro-ecology and climate smart agricultural practices. Gender equity, youth empowerment and social inclusion are a priority for the project.
Duties
  • PROMAS wishes to hire a results-oriented, experienced agribusiness development professional, who is a great networker and team player to take up an exciting and challenging opportunity in the following position:
  • The Technical Lead (TL) will be responsible for guiding and supporting the technical team in designing and implementing the project interventions with the approaches detailed in the Project Document. Specifically, the TL will:
  • Provide technical guidance and support to the Intervention Managers (IMs) to ensure they implement the interventions using the MSD approach as envisaged.
  • Be an active member of the project senior management team, providing status and solutions to technical delivery and coordinating with support services and monitoring, results measurement and learning (MRML).
  • Develop and implement operational work plans and cash flow projections according to the approved work plan and budget.
  • Lead engagements with provincial government, aligning PROMAS work with the government development agenda.
  • Facilitate regular learning and reflection sessions with the technical team.
  • Coordinate the timely drafting of quality narrative reports to the donor.
  • Lead the facilitation of development of output markets for the selected value chains:
  • Facilitate awareness of PROMAS interventions by prospective partners in output
  • marketing and carry out selection of partners with capacity and commitment.
  • Engage partners to jointly develop innovative models, that address the systemic constraints in output marketing.
  • Develop DEAL Notes with partners that spell out the expected activities and results, roles and contributions and reporting requirements.
  • Support commodity aggregation traders (CATs) to develop a crop purchasing network that reaches communities.
  • Facilitate the feedback loop model where big end buyers participate in information sharing and capacity building of CATs to meet market standards and quality needs, leading to win-win business linkages between CATs and big end buyers
  • Facilitate the improvement of quality of grain from farm gate to markets
  • Support the government agencies (DPICs, SDAEs) to implement policies relating to trade regulations
  • Facilitate capacity building of CATs to improve and grow their business systems, including digitalizing their record systems, production of bankable business plans and developing ethical business relations with upstream and downstream partners.
  • Support and monitor the implementation of interventions agreed with partners, coaching them to adjust as results unfold.
  • Support partners to collect and report on monitoring data as agreed in the DEAL
  • Keep abreast of local and international commodity market trends regarding the five value chains and advise the principal partners on the potential impacts of the trends.
  • Document best practices, case studies, success stories and distribute them widely to influence stakeholders on the MSD approach.
  • Collaborate with the MRML team to set targets and ensure that progress and results are monitored, and relevant data is accurately and timeously collected, stored and disseminated.
  • Draft costed work plans, develop quarterly and monthly implementation plans and implement them as planned
Requisites
  • Degree in Agriculture, Agricultural Economics, Business Administration or other related fields.
  • Minimum 10 years progressive work experience in agriculture, agribusiness and facilitating agricultural markets development
  • Proven experience managing a team, including technical intervention officers/managers, writing donor reports, budgeting and managing work packages.
  • Experience/Knowledge of northern Mozambique will be an advantage.
