Technical Director, Last Mile Supply Chain

VillageReach is recruiting a Technical Director for a Last Mile Supply Chain Project, to be based in Maputo, Mozambique.

Summary
  • VillageReach has received a solicitation from USAID to submit an application for a Last Mile Supply Chain Project that will cover 4- 5 provinces in Mozambique, starting in Zambezia province. The project goal is to improve the availability of medical commodities, including lab samples, at the site level where needed for testing and treatment to enable the achievement of USAID and Ministry of Health (MISAU) goals. It aims to do this by establishing a functional and bi-directional supply chain system for medical commodities and creating effective and efficient transportation systems. The project is expected to last for 5 years and is expected to start in the 1st quarter of 2018. VillageReach is looking to fill the Technical Director position for this project.
Description
  • Responsible for the technical direction and technical outcomes of the Last Mile Supply Chain Project
  • Lead technical implementation of innovative supply chain and sample transport solutions, including managing partners and sub-contractors, designing solutions, and ensuring high-quality implementation
  • Provide technical guidance and leadership to project staff and partners in the areas of supply chain performance management, data systems, and sample transport.
  • Ensure project objectives are met, with a focus on driving evidence-based decision making throughout program implementation
  • Identify, evaluate and manage private sector partners engaged in carrying out program deliverables, including 3rd party logistics providers, transport management partners, and data partners
  • In partnership with the Chief of Party, manage relationships with key national and provincial stakeholders including USAID, CDC, CMAM, DPS, and USG clinical partners

Supervisory Responsibilities
  • Supervise technical project staff. Supervisors are expected to carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; monitoring performance; rewarding and disciplining employees; and addressing complaints and resolving problems.
Education & Experience
  • A Master’s degree in public health, supply chain, or related degree with at least 7 years of senior-level management experience in managing large and complex projects or a Bachelor’s degree in public health, supply chain, or related degree, with at least 9 years of senior-level management experience in managing large, complex projects
  • At least 7 years of experience in supply chain and/or clinical service delivery of public health interventions
  • Proficiency in English and Portuguese
  • Ability to perform at a senior policy level
  • Demonstrated experience at a senior level, participating or advising in high level meetings and discussions with MISAU
  • Demonstrated ability in monitoring similar programs, interpreting and utilizing national and provincial level data
  • Experience working in collaboration with private sector partners in the area of supply chain, transport, and data
  • Demonstrated capacity to support, mentor and supervise staff
  • Fluency in Portuguese and English; strong oral and written communication skills
  • Problem solving and creative thinking:Ability to collect and analyze data quickly and efficiently. Ability and confidence to identify and recommend creative solutions to a diverse group of stakeholders. Identifies both opportunities and needs for change. Ability to identify issues or problems and provide a respective solution that is feasible and acceptable to the context. Explores and shares innovative best practices with others
  • Writing and analytical skills: Superb writing skills and the ability to assemble, distill and analyze all necessary information for decision-making and presentations. Strong data analysis and research skills
  • Interpersonal Skills: Conduct oneself with sensitivity, awareness and respect when working with diverse groups of people, including VillageReach staff, beneficiaries, donors and partners
  • Dependability: Act at all times as a reliable and effective team player, volunteering to help without being asked

  • Fluency English; strong oral and written communication skills in Portuguese strongly preferred.
