Tax Justice Advisor

ActionAid Mozambique (AAMoz) is searching for a highly qualified and experienced professional in ADVOCACY and CAMPAIGNING to support its work with women, youth, communities and organizations seeking to hold governments accountable; and to foster effective tax policies implementation, transparency and accountability in public service delivery.

ActionAid is a global movement of people working together to further human rights for all and defeat poverty. ActionAid Mozambique is an anti-poverty International NGO, working in Mozambique since 1988, taking sides with poor and excluded people. It works in seven Provinces on three strategic priorities: (1) Women Rights and Gender Equality; (2) Participatory Democracy and Access to Basic Rights and Services and (3) Economic Alternatives for Women, Youth and Vulnerable Groups. The advisor will be a leading technical advice-giver to the Strategic priority on Participatory Democracy and Access to Rights and Basic Services.

Duties
  • Identify and design appropriate Tax Justice Methodologies and tools for use by AA Participatory Democracy (PD) staff and to upscale ActionAid Mozambique’s collaborative work with Partners seeking Tax Justice and equality in Mozambique
  • Train and equip with knowledge, the Participatory Democracy partner staff on Tax Justice and its interface with poverty, transparency and accountability in Mozambique
  • Support AA Participatory Democracy staff to develop Tax Justice activities and help in the production of easy to use tax Justice tools and civic education material
  • Support and advice networks on Tax Justice issues and guide the development of contextual strategies and concrete advocacy plans and tactics for use in fostering Tax Justice at local government level
  • Support AA Participatory Democracy staff and partners on elaboration of a campaign action plan for mobilization and active engagement at all levels
  • Train core group from AA Moz Staff and strategic partners on research methodologies for collection of evidence for tax Justice work, including tracking of tax payment and compliance with social responsibility etc
Requisites
  • Master of Arts degree in any of the following or related disciplines: Social Sciences, Development Studies, Economics, Governance, and Policy Analysis
  • Ideally minimum 5 years’ experience in governance work with government and civil society
  • 2 - 3 years’ experience as a technical advisor in a developing country, preferably Sub Sahara Africa
  • Preferably 2 years’ experience in campaigns and advocacy work in an international organization, experience in working on issues of tax justice, accountability, public administration, or local governance will be an added advantage
  • Experience with campaign approaches and planning and practical tools used in social accountability and corporate accountability work in civil society is an added advantage
  • Experience with project- and programme design, implementation, monitoring and reporting is important
  • Coaching and mentoring experience, especially with experience in capacity building of networks and alliances
