VillageReach is recruiting a Supply Chain Expeditor (m/f) (to be seconded to Mozambique MoH), to be based in Maputo, Mozambique.

  • VillageReach is looking for a confident supply chain consultant to facilitate the flow of work and materials in Mozambique’s response to the COVID 19 pandemic. The position will be located in Maputo supporting CMAM in the implementation of the MOH COVID 19 response plan while at the sane time transferring skills to the CMAM relevant team. The consultant will work with CMAM managers to support execution of activities related to quantification and supply planning, receiving and dispatching shipments, generating reports on progress, identifying and working with stakeholders to proactively resolve operational challenges. In this role the consultant will interact with a range of stakeholders who include MOH leadership, donors, technical partners, and provincial DPS and the relevant Technical Working Groups for the emergency response. The role will primarly support CMAM in expediting, but will also contribute to some planning and coordination activities. All responsibilities described below will be executed in a capacity strengthening manner so that skills are transferred to CMAM personnel throughout the consultancy period
  • We are seeking a pragmatic, action-oriented problem solver who can define and prioritize corrective actions and work collaboratively with key stakeholders to implement those actions. The work will include three major areas with a corresponding LoE that will shift over time : Planning (10%), Coordination (10%), and Expediting (55%) and Capacity Strengthening (25%). Essential duties and responsibilities include, but are not limited, to the following
Duties
Planning (10%)
  • Provide TA for
  • Quantification and quantification review exercises in order to improve Demand Planning
  • Identification of needs (funding gap) and support CMAM to develop associated Funding Plan in consultation with donors
  • Development of Supply Plan covering both donor supply and private sector supply sources; work with authorized purchasing agents to obtain favorable financial and delivery terms
  • Development of Distribution Plan to ensure an accurate view on product movements from central to provincial warehouses using SIMAM databases
Coordination (10%)
  • Support coordination efforts for effective implementation of the COVID-19 response plan and achievement of program outputs by identifying inconsistencies between different plans (Funding Plan, Supply Plan, Demand Plan, Distribution Plan)
  • Ensure establishment of collaborated efforts for effective information flow and program management—supporting CMAM to organize and manage the meetings of provincial technical groups to monitor and evaluate the performance of provincial DPMs
  • Participate in relevant coordination platforms such as National Technical Working Groups to foster collaboration and synergy in delivery of targeted outcomes
  • Provide TA for compilation of updated information on deliveries to all internal parties: receiving, scheduling, distributions, etc. and participate in updating of plans (Funding Plan, Supply Plan, Demand Plan, Distribution Plan) by plan owners
  • Support the preparation of high-quality briefings, reports and presentations for donors and other stakeholders
Expediting (55%)
  • Establish systems and tools to Monitor and maintain supplier order due dates to ensure validity; negotiate order delivery dates as needed. Train relevant CMAM staff on the use of the system and tools
  • Improve goods arrival tracking in country and support expedited customs clearance and checking that volumes received match supply plans by each source of supply and are at specified quality levels
  • Provide TA for implementation of actions needed to achieve planned outcomes related to product supply
  • Provide support to increase capacity for data analysis to ensure alignment across program outputs; support MOH and CMAM in making informed decisions and to inform progress against program indicators
  • Using SIMAM databases, support provincial groups in identifying Distribution Plan discrepancies; align data and support CMAM to make feedback to provincial DPM with the relevant indicators
Capcity Building (25%)
  • Identify performance gaps in relevant CMAM logistics staff to determine areas for mentorship/on the job training
  • Provide On-The-Job training and mentorship focused on strengthening CMAM staff competencies to conduct
  • Expeditor activities as required in the public health emergency operations
  • Develop tools for skills development, and transfer, and for monitoring capacitation gains for effective emergency response
  • Support the development of training modules for didactic trainings on supply chain management with a focus on emergency operations
  • Monitor and track the effectiveness of capacity building strategy and ensure quality assurance

  • Education & Experience:
  • Business degree, Degree in pharmacy, Supply Chain Management, Logistics or health related field with experience in medical drugs and supplies management
  • Five (5) years of experience in health service managing drugs and supplies
  • Experience working in Mozambique public health supply chain will be an added advantage Fluency in
  • Portuguese and English language a must
  • Proficient understanding of materials and services procurement
  • Outstanding communication skills, both verbal and written as well as proficient people skills
  • Demonstrated analytical, problem-solving, organizational and time-management skills
  • Experience in emergency response supply chain an added advantage

  • Proficient in Microsoft Office Suite (Word, PowerPoint, Outlook, Excel) and comfortable in a fast-paced technical environment

The noise level in the work environment is usually quiet.
