Heading is recruiting a Socioeconomic Management Monitoring & Evaluation (M&E) and Reporting Technician, to be based in Maputo, Mozambique.
Description
  • Develop and implement M&E frameworks, plans, tools and templates to monitor, evaluate and report SeM performance in line with best practices and company policies
  • Ensure compliance with the guidelines provided by the M&E frameworks and SeM standards
  • Collect, manage, and analyze quantitative and qualitative data to produce accurate and timely reports for management, partners, and stakeholders
  • Coordinate data collection and quality assurance tasks, and validate data entry by the M&E Team, SeM team (Local Content, Community Affairs, Community Investment), Contractors, Partners and other stakeholders;
  • Interface/coordinate with SeM team to collect SeM required data and to track the implementation of the SeM management plans, Ensuring they are implemented and tracked against best practice and standards
  • Provide training and support to M&E team members and focal points in SeM team, Contractors, partners or other, on M&E tools, methodologies and data management best practices, including the development of training materials
  • Maintain a register of lessons learned for internal communication, adaptive management and reflectiveness processes, and securing adequate communication and assimilation
  • Coordinate stewardship and reporting of socioeconomic performance indicators
  • Support any other tasks required for successful a SeM M&E and Reporting
Duties
  • Support the design of socioeconomic M&E frameworks, indicators and tools;
  • Oversee and secure the successful implementation of the socioeconomic M&E frameworks, indicators and tools
  • Secure adequate collecting, analyzing and reporting of quantitative and qualitative data related to livelihoods, socioeconomic conditions, employment, stakeholder engagement, land, and other socioeconomic indicators, including travel to site as needed
  • Manage the appropriate M&E data management tools (e.g. Isometrix, NetBenefit, Smartsheet, etc.) and secure their adequate maintenance. Ensure data quality through systematic quality control and assurance tasks, including field data verification and consistency checks, to guarantee data is accurately recorded, complete and adequately maintained in databases
  • Work closely with M&E and SeM technical teams, contractors, and project-related staff to ensure data integrity, consistency, and accessibility across all project components
  • Oversee data collection and coordinate with CLOs, VLOs and field teams, implementing partners and other stakeholders to support timely and accurate data collection
  • Use data analysis tools to interpret data and generate insights
  • Develop dashboards and visualizations to communicate data findings effectively
  • Contribute to content development with fact-based insight and stories, in line with the communication strategy
  • Ensure compliance with reporting requirements and project and lenders standards
  • Provide administrative and logistical support for M&E-related field visits and evaluations as required
  • Contribute to knowledge sharing events to promote best practices and highlight lessons learned
  • Stay updated with the latest socioeconomic M&E and data reporting trends and best practices
  • Identify potential risks and propose mitigation measures
  • Track Socioeconomic Management Plans implementation progress against milestones and key deliverables
  • Review and monitor any additional project impact mitigation measures contained in the Socioeconomic
  • Management Plans (e.g., Project Induced Immigration, Cultural Heritage, Land Management, Resettlement, Human Rights, etc.)
Requisites
  • Educational Background: Typically, a bachelor's or master's degree in a relevant field such as economics, statistics, social sciences, international development, or a related field
  • 7+ years broad-based experience with M&E processes or related transferable skill set (social research methodologies)
  • Significant experience in analyzing and managing data for decision making and technical reporting, preferably in a socioeconomic or development context
  • Experience working in multicultural or multidisciplinary teams
  • Strong knowledge of data collection and processing best practices (research methodologies, data collection tools and techniques)
  • Proficiency in data analysis tools (e.g., SPSS, Stata, R, Excel) and data visualization software (e.g., Power BI)
  • Good communication and writing skills, ability to contribute and develop high quality reports, in Portuguese and English
  • Strong analytical thinking and problem-solving skills
  • High level of interpersonal skills in a multicultural work environment
  • Ability to work in a positive team manner
  • Highly organized with attention to detail and the ability to manage multiple priorities
  • Strong commitment to ethical conduct and respect
