Smallholder Farmer Specialist

World Food Programme is hiring a Smallholder Farmer Specialist, National Programme Officer to be based in Maputo, but with extensive travelling required in Mozambique.

Duties
  • Responsible for implementation and monitoring of all smallholder strengthening activities
  • Collaborate with FAO in the implementation of related activities to ensure the maximum level of coordination
  • In collaboration with WFP’s Finance and Administration Unit monitor the allocation and use of financial resources as envisaged under P4P, PAA and the EU MDG
  • Establish formal collaboration with stakeholders operating in the areas of rural and agricultural development such as NGOs, rural finance institutions, donors, farmers’ organizations, private sector representatives as well as Government authorities at all levels in order to increase effectiveness and efficiency activities
  • Monitoring of Field Officers plans and activities including:
  • Supervision of designing and delivery of training activities as well as the preparation of training materials for small scale farmers’ organizations
  • Supervision of monthly monitoring field missions of Field Officers to project areas to asses project outputs and participating beneficiaries (small/medium traders and small scale farmers’ organizations)
  • Supervision and compilation of data such as farmer records required to Field Officers
  • Supervision and periodical compilation of Case studies prepared by Field Officers to monitor impact of programme
  • Collaborate in designing, planning and supervision of programme surveys
  • Assist the procurement officer in the design of contracts related to P4P including negotiations with farmer organisations
  • Contribute to performance appraisals of participating farmer organisations including small and medium traders
  • Communicate and coordinate with WFP internal units who are part of the supply chain such as Programme and Logistics
  • Manage local food procurement data and records and provide input to briefs, presentations and corporate reporting systems as required
  • Participate in reviews and evaluation missions as required
  • In liaison with the Procurement Officer, monitor local purchase quality and quantity as well as contract performance of the farmer organisations
  • Contribute to maintenance of accurate and complete accounting information of related activities, particularly P4P, ensuring that reporting and all relevant records are maintained
  • In liaison with relevant staff, contribute to the design and implementation of the monitoring and evaluation activities of the P4P as well as the PAA and the EU MDG projects
  • In collaboration with relevant staff, prepare and disseminate P4P quarterly reports
Requisites
  • University degree in Humanities, Economy, Business Administration, Social Sciences, Agriculture, Local Development or similar
  • At least 5 years of experience in logistics, procurement, public sector management, development projects, emergency assistance, and/or operational aspects of national, bilateral or multilateral food aid or commercial transactions
  • Al least 2 years of experience in project management and/or coordination with government, NGO’s and other relevant stakeholders
  • Experience in post-harvest and marketing projects desirable
  • Working knowledge of English and Portuguese is required
  • Computers and standard software packages and systems
  • Knowledge of training and workshops tools for grassroots organizations, cooperatives schemes, post-harvest processes, Quality Control (QC) and marketing of agricultural products desirable
  • Good knowledge of gender approaches and women affirmative action’s desirable
  • Demonstrated experience in supervision of execution of projects
  • Ability to work independently on technical matters with minimum supervision
  • Ability to communicate clearly both orally and in writing
  • Capacities to write reports and excellent analytical skills, critical reasoning and detail oriented
  • Ability to work well in group situations and participate and contribute to a team effort
  • Excellent follow-up and sensitivity to deadlines
