Senior Programme Officer

IUCN ESARO has a long history of engaging in marine and coastal issues across the region and has contributed to several important interventions in the WIO region (many of which were centred around enhancing the management effectiveness of marine protected areas and included increasing the role of communities in the management of coastal and marine resources).

The Senior Programme Officer, Resilient Coasts (SPO/RC) will be responsible for developing and rolling out the IUCN Resilient Coasts Programme. The SPO/RC will report directly to the Regional Programme Coordinator (RPC) with a functional reporting line to the Head of Office/SPO, Mozambique. S/he will also be expected to collaborate and work closely with other senior members of the IUCN ESARO Technical Group, particularly the Technical Coordinator for Business and Biodiversity (who is responsible for coordinating the Fair Coasts Initiative). The Senior Programme Officer will also be expected to collaborate and work closely with the IUCN Global Marine and Polar Programme (IUCN GMPP), a key partner of IUCN’s Resilient Coasts Programme – particularly the Fair Coasts Initiative.

Duties
Strategic Development
  • Working under the direction and guidance of the Regional Programme Coordinator to finalize the development of the Resilient Coasts Programme document and develop strategies to initiate the Programme
  • Play a key role in defining and coordinating the implementation of the Programme’s inception phase which will entail, inter alia, the identification and establishment of partnerships, further definition of governance arrangements and working with stakeholders to further define strategic priorities (including priority land and seascapes)
  • Be responsible for ensuring that mechanisms for operationalizing the strategic linkages between Resilient Coasts WIO and other IUCN ESARO marine & coastal initiatives, are clearly defined
Resource Mobilization
  • Proactively identifying opportunities for resource mobilization
  • Work with the Regional Programme Coordinator and other senior members of the Regional Programme as well as the GMPP in developing and negotiating for new resources
Portfolio Management
  • Day to day responsibilities for ensuring that projects within the thematic portfolio are delivered in accordance with approved programme plans
  • Directly undertaking technical tasks within projects
  • Coordinating technical activities (being delivered through, for example, partners or consultants)
  • Managerial oversight – such as overseeing expenditure, ensuring that project budgets are efficiently maintained and reporting requirements are adhered to
Knowledge Development & Sharing
  • Contribute to ensuring that lessons and experiences from projects and programmatic initiatives emerging from the portfolio are identified, captured and synthesized with a view to sharing knowledge with the IUCN constituency within the region and beyond as well as being systematically deployed in delivery of regional field and policy activities
  • Development and implementation of effective monitoring, evaluation and learning frameworks within projects and programmatic initiatives
Requisites
  • An advanced degree in natural science related to the management of natural resources or related fields
  • Demonstrated experience in working with coastal ecosystems
  • Demonstrated experience in working with international/regional organizations is an added advantage
  • Experience with result based portfolio and project cycle management, monitoring and evaluation methodologies and principles and facilitation skills
  • An in-depth understanding of the ESARO region, particularly the coastal states
  • Familiarity with established and emerging relevant conservation and natural resource management approaches, methodologies and processes – including Integrated Coastal Zone Management (ICZM), Resilience thinking, Climate Change Mitigation & Adaptation etc
  • Strong interpersonal, management and supervisory skills and experience, with demonstrated experience in managing teams an added advantage
  • Demonstrated experience in facilitating the establishment of networks and multi-stakeholder participatory processes
  • Excellent verbal and communication skills in English and Portuguese is essential, with ability to communicate in Arabic and French as an added advantage
  • Computer literacy in relation to office applications (word processing, spreadsheets, powerpoint) use of internet and online communication tools
  • Be willing to undertake frequent travel (approx 40% of total working time) and interact with different stakeholders from diverse cultures
  • Only Mozambique nationals or those with the right to work in Mozambique will be considered
