John Snow, Inc. is recruiting a Senior Operations Manager, to be based in Maputo.

Duties

JSI is recruiting for a Senior Operations Manager (SOM) to lead field office operations for the joint SCMS and USAID | DELIVER office in Mozambique. The SOM is responsible for managing all day-to-day operations of the projects in Mozambique in the areas of finance, procurement, contracts, human resources, and administration. In addition, the SOM will lead and manage the financial and administrative closeout of the projects and startup of the new global supply chain follow-on project (if the award is made to PFSCM). The SOM leads a team of 10 operations staff and is supervised by the Country Director.

Financial Management
  • Provide leadership and support to the finance unit in the implementation of a financial management system based on generally accepted accounting principles (GAAP), JSI policies and procedures, and donor regulations
  • Develop and maintain financial management systems for expanding regional and provincial activities
  • Review, edit, and submit monthly cashflow projections to the home office
  • Lead the field office annual budgeting exercise, coordinating activity and staffing inputs closely with technical Team Leaders and senior management and integrating the workplan and budget into a useful budget/activity tracking tool
  • Work closely with the home office to maintain an up-to-date JSI budget tracking system (BTS) for all three projects (SCMS, TO4, TO7)
  • Oversee field office accounting and payments systems. Provide troubleshooting assistance in Quickbooks to the finance unit, as needed
  • Review and approve all field office voucher transactions, ensuring adherence to JSI and donor policies and project documentation requirements
  • Prepare ad hoc financial reports for the home office, project leadership, or USAID, as required
  • Supervise the Finance & Administration Manager
Procurement and Contracts
  • Maintain and refine policies and procedures for the procurement of project goods and services, in compliance with project policies and procedures and USG regulations
  • Coordinate closely with the SCMS and USAID | DELIVER home offices on large procurements
  • Provide refresher training to admin and finance staff on proper procurement procedures
  • Review and approve all project procurements before payment is processed
  • Stay abreast of JSI Administrative Notices and policy changes, and refine field office operational procedures as necessary
  • Review, negotiate, and approve all field office contracts (including service agreements, office leases, warehouse contracts, and subcontracts), ensuring all required contractual terms and conditions are included and obtaining the best value to the project
Human Resources Management
  • Review and update, on an annual basis, the project’s Local Hire Employee Manual, in compliance with JSI and USAID policies and local labor law. Liaise with other JSI projects in-country to ensure uniformity of policies and benefits
  • Stay abreast of key local labor law regulations and solicit legal counsel, as required
  • Oversee the process for renewing local hire employment contracts on an annual basis, ensuring annual performance reviews are completed on time and employment contracts renewed
  • Provide guidance to supervisors on recruitment procedures, promotions, and performance management
  • Lead the process for the recruitment of local staff, including review of job descriptions, salary negotiations, and contract development
  • Oversee the implementation of an online timesheet management system for local staff, liaising with the home office programmer as necessary
  • Oversee the health insurance plan for local staff and enrollment of new members
Administration
  • Provide leadership and management on all aspects of project closeout and startup related to financial management, human resources, and contracts
  • Oversee local company registration requirements and ensure JSI maintains compliance with evolving local regulations
  • Ensure that security guidelines and procedures are established, maintained, updated regularly and adhered to by the project teams. Monitor the security situation along with senior management and communicate procedures to staff
  • Oversee and manage an efficient implementation of the project’s information technology (IT) systems
  • Maintain a property management system for all project fixed assets, in compliance with property management requirement of SCMS and USAID | DELIVER
  • Supervise the Office Manager, Administrative Assistant (Technical), and IT Technician
Requisites
  • Bachelor’s degree, Master’s preferred, in finance, accounting, business, international relations, or related field
  • Minimum of 10 years direct work experience with USAID-funded projects, with several years demonstrated experience with senior-level management responsibilities for finances, procurement, human resources, and contracts
  • Demonstrated ability to lead a team and manage, motivate and mentor staff at all levels to create a positive team environment
  • Strong knowledge of USG rules and regulations (FAR, AIDAR, OMB-122, OMB-133, 22CFR) and generally-accepted accounting and procurement practices
  • Demonstrated ability to manage and prioritize multiple tasks with competing deadlines
  • Knowledge of JSI home office policies and procedures desirable
  • Demonstrated experience with project closeout
  • Strong diplomatic, interpersonal, communication and presentation skills required
  • Advanced-level knowledge of Microsoft Excel, and basic functional knowledge of QuickBooks or other field accounting software packages
  • Strong verbal and written English skills required
  • Portuguese language skills strongly preferred; strong candidates who are fluent in Spanish and have the motivation to become fluent in Portuguese will be considered
