- GIZ is recruiting Senior Multi-Stakeholder Processes and Policy Advisor (m/f/d) for the Vamoz Competir Program, based in Maputo, Mozambique
- Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH - GIZ, is implementing several projects and programs in the areas of private sector development and financial system development (PSD/FSD). In October 2023, the German Ministry for Economic Development and Cooperation (BMZ) approved the new VaMoz Competir - Strengthening Competitiveness in Selected Value Chains project, co-financed by the European Union. This project is led by the Ministry of Agriculture, Environment and Fisheries, MAAP (formerly the Ministry of Agriculture and Rural Development-MADER) as a political partner and aims to improve the competitiveness of Mozambican micro, small and medium-sized enterprises (MPMEs) and small farms in rural areas
Duties
- The Senior Advisor responsible for:
- Provide policy advice to the partner ministry and public development organizations on reforms and tools to improve the rural economic ecosystem and access to finance for agriculture and blue economy, as outlined in the GIZ- VAMOZ Competir Programme
- Advocate for and support the development of recommendations from government action plans and public-private dialogue platforms to enhance the economic ecosystem for the private sector in rural areas
- Strengthen the capacity of government institutions and private sector actors involved in implementing and coordinating public-private dialogue platforms (CIFAM)
- Responsible for coordinating the reports and communication with the political partners on the progress of implementation of the GIZ- VAMOZ Competir Program and when required for the Prosper Azul program
- General program and political partner coordination:
- Monitor the overall agricultural landscape in Mozambique including policies, regulation and key stakeholders linked to the partner ministry
- Initiate regular and intense exchanges between team members to ensure linkages between all components
- Actively engage all relevant stakeholders including national and local government, donors, international organisations, international and national NGOs, private sector and including representation in coordination platforms and/or steering committees
- Offer and organize capacity development processes to relevant government institutions
- Capacity building and technical support to public-private dialogue platforms:
- Organize and coordinate the work of the public-private dialogue platform on agricultural finance and its working groups in collaboration with other GIZ advisors
- Ensure stakeholder participation (financial institutions, government agencies, agribusiness associations)
- Build a strong network with relevant government institutions and private sector development stakeholders
- Offer policy advice to relevant government institutions for multistakeholder policy initiatives
- Write TORs and monitor implementation of contracts
- Subcontract and steer consultants to offer specific legal, policy reforms and/or organizational advice
Requisites
- Bachelor's degree or higher, preferably in economics, administration, financial and banking management, agriculture or environmental science; a master's degree is desirable
- At least ten (10) years of professional experience in the agribusiness development or blue economy sectors or in the implementation of economic policy reforms in agriculture
- At least five (5) years of experience in stakeholder engagement, managing and steering multi-stakeholder processes
- At least three (3) years of experience in planning and moderating multisectoral events and working groups
- Specific professional experience, expertise & competencies
- Excellent knowledge of the institutional landscape as well as the policy and legal framework of the agricultural and productive sectors in Mozambique
- Knowledge of public-private dialogue processes and implementation, monitoring and evaluation of the impact of reforms to improve the business environment in agriculture and agricultural financing
- Proven ability to plan and manage activities in line with a work plan, indicators, and budget; and demonstrated ability to consultants and subcontractors
- Strong analytical skills and excellent communication competencies
- Ability to write and present complex issue in an easy understandable way with clear key messages
- Knowledge and understanding of international cooperation project management, including results-oriented monitoring and systematization
