IBTCI is recruiting a Senior Evaluation Officer (m/f), to be based in Maputo, Mozambique.

  • We are looking for Senior Evaluation Officer to lead an upcoming USAID/Mozambique Monitoring Evaluation and Learning Activity. S/he will work closely with the Chief of Party and Senior Monitoring Officer. The anticipated period of performance of this activity is 5 years
  • Reports To: Chief of Party

  • Classification: This is a managerial, exempt-level position
Duties
  • Oversee the this contract
  • Lead, manage collection participate in evaluation teams, designing evaluation programs and assessments; and analysis of performance data; plan and manage evaluations, studies and assessments under and Develop Statements of Work for anticipated research and analytic activities
  • Conduct activities to build Mission and Implementing Partner capacity in evaluation methodology
  • Other duties as assigned
Requisites
  • A minimum of a master’s degree in development, evaluation, economics, knowledge management, or related social science field; Ph.D. preferred
  • A minimum of eight years of progressively professional experience in conducting evaluations, assessments, and studies within complex international development contexts in at least one of the following areas: Health,
  • Democracy and Governance, Preventing Conflict/Violent Extremism, Economic Growth, Natural Resource
  • Management, Education and/or Agricultural Development
  • Fluency in English, written and spoken
  • Basic level Portuguese is not required, but preferred
  • Strong data collection and analyses experience
  • Knowledge of and experience with data visualization techniques
  • Education: A minimum of a master’s degree in development, evaluation, economics, knowledge management, or related social science field; Ph.D. preferred
  • Preferred Knowledge, Skills and Abilities:
  • Previous experience leading multiple international donor-funded evaluations, assessments, and studies
  • Knowledge of modern evaluation methods, including mixed-methods design, and experimental and quasi-experimental designs for impact evaluations
  • Knowledge and familiarity with USAID program cycle ADS 203 and USAID evaluation requirements
  • Experience in quantitative and qualitative data collection and analysis for evaluation purposes
  • Leadership, strategic thinking/planning, management, and presentation skills
  • Experience overseeing the provision of assessments and evaluations for international clients; experience with USAID is a plus

  • Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs
  • Travel: Position is permanently located in Maputo, Mozambique, and relocation will be required for staff person not living at this location within the first 6 weeks of contract signing. In-country travel is essential and may include travel to fragile and conflict-affected areas. An average of 25% to 35% travel for project implementation and/or project management (percentages may vary depending on project activities). COVID-19 restrictions may limit the travel or allow to work from home country until the restrictions are lifted by the client
