MMEMS is recruiting a Senior Evaluation Advisor (SEA) (m/f), to be based in Maputo, Mozambique.
Description
  • The Mozambique Monitoring and Evaluation Mechanism and Services (MMEMS) team provides on-the-ground support on performance monitoring, data verification, gender, impact evaluation, output, and environmental compliance, and collaboration, learning and adapting (CLA) assistance to USAID/Mozambique. The MMEMS main office is in Maputo, with field offices in Quelimane and Nampula
  • Position Summary: Reporting to the MMEMS Chief of Party, the Senior Evaluation Advisor (SEA) will provide assistance to the MMEMS technical team with ongoing studies and interventions and help build the capacity of the Senior Evaluation Officer
  • They will work with the MMEMS team providing study oversight to the STTA teams and assume responsibility for the quality, timeliness and efficacy of all Studies – working closely the SEO to build their capacity
  • This will include providing training to various staff and stakeholders, as needed. Working with the Chief of Party, the SEA will ensure that short- and long-term staff and consultants (including MMEMS MEL Specialists and field support staff) working in this area are of a high caliber and possess the required technical expertise. They will ensure adequate oversight of interventions and other tasks under MMEMS. They will continuously work to build the capacity of the Mozambican staff with which they work
Duties
  • Provide leadership for, and ensure quality of, all Studies
  • Ensure the inclusion of gender dimensions in Studies
  • Ensure adequate oversight of study-related task orders under MMEMS
  • Lead/oversee the drafting and finalizing of Study reports
  • Ensure evaluations are conducted consistent with USAID evaluation policies
  • Ensure that evaluation teams follow MSI's approach to quality management of evaluations
  • Provide group (of various sizes), one-on-one, and remote training and mentoring on Study-related subjects
  • Work with the Mozambican evaluation community, as appropriate, to carry out evaluations
  • Together with the Senior Collaboration Advisor ensure MMEMS efforts on Collaboration, Learning and Adapting (CLA) are of consistently high quality
  • Liaise with GRM, as useful, to advance the purposes of the MMEMS
  • In the spirit of team collaboration, assist, as possible in keeping with completing other tasks. in other areas to balance workloads, such as assisting with editing Portuguese documents, compiling reporting documents, etc., when needed
  • Provide other assistance to promote the effectiveness of MMEMS, as instructed by the Technical Director
  • Ensure all work is performed professionally and ethically while promoting a cohesive, positive working environment
Requisites
  • A Masters (or higher) degree in the field of International Relations, Economics, Political Science, Public Policy, Statistics, and/or other relevant fields
  • At least 8 years of progressively more responsible experience in the design and management of indicators, M&E plans, performance targets, data quality assessments
  • Academic or professional training in performance monitoring and evaluation design and implementation, including data collection and analysis
  • Data collection, analysis, and reporting
  • Experience providing guidance in the development and updating of M&E Plans
  • Experience using performance monitoring and evaluation data for the improvement of ongoing project/activity management
  • Extensive experience in drafting indicators
  • Experience providing group (of various sizes) and one-on-one training and mentoring on M&E related subjects
  • Familiarity with USG policies related to performance monitoring and evaluation
  • Familiarity with a diverse set of programming (i.e., health, agriculture, education, governance)
  • Fluent English and Portuguese
