Capital Outsourcing is hiring a Senior Contracts Engineer/Quantity Surveyor for Vilanculos.
Duties
Ensure that assigned staff operate in accordance with appropriate and current: project specific procedures, project instructions, contract execution procedures, procurement contracts and construction work practices, management instructions, project schedules and budgets
Ensure that the assigned staff become familiar with the project organisation, project schedule, workscope and the allocated construction contracts, including their conditions, forms of tender, bills of quantities, pricing schedules and associated drawings and engineering standards and ensure their effective liaison with all other site disciplines
Ensure that the assigned staff monitor any changes to the value of the work in each allocated construction contract arising from drawing revisions, FI’s, FVO’s or other causes
Coordinate all commercial and contractual activities concerning construction and services contracts, including close-out activities and the return of all relevant records to home office for archiving
Let any locally awarded contracts in accordance with corporate and project procedures
Be thoroughly familiar with the terms of the head contract and all construction contracts
Support management in representing the company’s position under the head contract and the preparation of contract changes
Ensure that contractors receive all necessary access, materials, documents and information including site safety, labour and discipline regulations to enable them to meet their contractual obligations and maintain comprehensive records of shortfalls of supply of any such deliverables
Use all resources and remedies under the construction contract in order to ensure that contractors meet their contractual obligations
Monitor and, in collaboration with other appropriate site disciplines, ensure that the performance of each assigned construction contractor is recorded together with explanations for any deviations from the performance anticipated from the contractor’s tender
On behalf of the Resident Construction Manager receive correspondence from the contractors and draft replies
Set up and maintain the project central filing system for field construction contracts operations
Prepare notices and other correspondence for signature by the engineer or the engineer’s representative in accordance with the requirements of the contracts, as applicable
Ensure that the company’s construction management and supervision are fully informed as to their own and contractor’s rights and obligations
Review field instructions and liaise with QS and Field Cost Engineer to ensure effective information flow. Initiate field variation order action, where appropriate
Review and analyse construction cost reports and cost forecasts to ensure that information is being presented in accordance with established requirements
Ensure that payments to contractors are processed to enable their timely receipt according to the terms of their contracts
Ensure that all site meetings with contractors follow a structured agenda (where appropriate) and that notes of meeting are prepared for record purposes
Review claims from and back-charges on contractors
Recommend settlements and negotiate same
Ensure that contractor’s bonds and insurances are in force
Prepare and execute amendments to contracts as necessary
Prepare each month a field contracts report for incorporation in the monthly construction report and other reports when so required
Ensure that the appropriate provisional and final acceptance certificates are issued in a timely manner
Maintain dossier of relevant schedule data and records etc. to support extension of time assessments
Ensure that interim and final contractor performance evaluation forms are completed for each contract as required
Ensure that proper documentation is kept to facilitate technical or financial audit and assist auditors as and when required
Ensure that records of costs and other statistical data are established and maintained to enable feedback in accordance with established requirements
Ensure that the requirements for the security of records and the maintenance of backup copies are observed
Carry out quantity surveying and/or cost engineering duties when authorised to do so
Supervise quantity surveyors appointed by client when required
Carry out appraisals for assigned staff when required
Archive contract files on completion of the project in accordance with project procedure
