Senior Clinical Systems Manager/Advisor

ICAP Moçambique

The Senior Clinical Systems Manager is responsible for the oversight and technical leadership of the overall ICAP Mozambique portfolio for the Technical Assistance and Capacity-Building projects in four provinces of Mozambique.

The Senior Manager leads the multi-disciplinary team to effectively achieve program deliverables across all programmatic areas (Adult and Pediatric HIV Care and Treatment, PMTCT, MCH, TB/HIV, Psychosocial support, Community Linkages, Training. Laboratory and Pharmacy support as well as other Health Systems Strengthening). He or she will be responsible for the technical team planning and strategy development processes, technical assistance to national and provincial counterparts, technical training of staff, and support to implementation of these programs.

The role requires direct collaboration with the Mozambican Ministry of Health (MOH) and other national-level Technical Advisors to develop and expand ICAP-Mozambique’s technical portfolio across program areas.

Duties
  • Lead overall technical strategy and work plan development processes with technical team members
  • Organize and lead the multi-disciplinary Technical Team, assuring employees with needed technical expertise and specialized skills fully contribute to successful implementation of adopted project plans; achievement of program and project deliverables on time, within budget, and at the level of quality required; and in building local capacity
  • Collaborate with Team Members in identifying opportunities, approaches, and tactics for providing technical assistance and capacity building to the staff provincial offices, ministries of health, and local partners
  • Assess the viability of approaches and activities proposed by stakeholders that may not be strongly supported by accepted theory or experience, advocating for a higher level of technical quality where appropriate
  • Facilitate Technical Team meetings consistent with ICAP Operating Principles and in a manner that sustains Team Member focus, energy and motivation towards program and project results
  • Lead and co-ordinate the documentation of best practices, lessons learned, case studies and other materials
  • Lead process of development or updating of materials related to HIV/AIDS care and treatment; including clinical guidelines, protocols, algorithms, training materials, SOPs and standards of care
  • Supervise and support the development of the technical team capacity and expertise to provide technical assistance through provincial and district support
  • Participate in ongoing Country Office leadership activities as a member of a Country Office leadership team consistent with program scope
  • May represent ICAP MZ in meetings with ministry officials, funding agencies, or partner organizations
  • Provide direction in the monitoring and evaluation of technical programs and activities and in the subsequent development of new and/or expanded health programs
  • Serves as a resource to ICAP in the evaluation of ongoing programs and in subsequent development of new and/or expanded programs for the care and treatment of HIV/AIDS
  • Organize/compile the Technical Unit monthly report and any other activities report as required
  • Interface with the Director of Finance and Administration in the development of budgets and rational management and monitoring of program expenses
  • Manage and coordinate internal and external technical support visits
  • Supervision and HR Management (15%)
  • Supervise individual Technical Team members, helping them set goals, providing feedback and coaching, and fostering professional growth and development
  • Serve as hiring manager in filling Technical Team vacancies, defining jobs, developing interview questions, and selecting candidates in keeping with applicable requirements and hiring process best practices
  • Champion the development of team member skills as technical advisors
  • As needed, constructively address employee performance deficiencies on a timely basis consistent with applicable policies.
  • Ensure coordination between HIV/AIDS care and treatment, Pediatric Care and treatment, PMTCT, APS, TB, and Lab Advisors; including the provision of integrated support to provincial teams as well as tools development and CQI activities
  • Manage relationships with key Ministry of Health and USG partners and facilitate effective communication between ICAP and its partners
  • Other duties as assigned by Country Director
Requisites
  • Medical Degree or Advanced Clinical qualification
  • Master’s degree in Public Health strongly preferred
  • At least ten years experience in health services programming and management
  • Extensive supervisory and project management experience of large teams and programs (at least 3-5 years), preferably in a sub-Saharan African context
  • Experience in training, supervising and performance management of senior-level technical personnel
  • Knowledge of the principles and practices of health systems strengthening in developing countries
  • Excellent technical writing skills, demonstrated through high-level report generation, research and best practice publication as well as donor proposal writing
  • The proven ability to ensure high-quality program outcomes
