  • Job Title: Safety Health & Environment
  • Job Grade Patterson: D-Lower Department Health & Safety
  • Purpose statement: To be responsible for ensuring that health, safety and environmental requirements (legal and company) are upheld through all operational activities of the Country
  • To be responsible for implementing and upholding the quality management system throughout the company. This will include the documentation and set up of standard operating procedures within the organization - ISO - 9001 To provide consultation and expertise and assist managers with functional authority over all staff in essential matters of safety and health
  • Key performance areas (to translate into a measure of success): Safety System Management; Regulatory Compliance; H&S Training; Audit Facilities and site inspections; Investigations; WCA; Safety Committee;  Quality Management System and Leadership and Management
Duties
Safety System Management
  • Ensure manage and ensure system requirements and structure are adhered to, Management reports, System Reviews, Lead 6 monthly internal audits, Manage all safety incidents, Ensure availability of safety as an incident facilitator and service provider, Enact safety implementation plan
  • Work through company organogram to establish requirements (Assign appointments, training requirements, Safety appointments, Establishment of SHE committee)
  • Review in-house rules and regulations (employees, visitors, and contractors)
  • Outline responsibilities per department, develop training material
  • Provide managers with safety related requirements (Supports stakeholders in safety implementation and understanding)
  • Develop system schedule for safety department (All cycles for Admin, SO and SSO)
  • Develop, implement, and maintain a safety awareness plan
  • Identify and ensure required and planned safety training is done and documented as per system
  • Develop, coordinate and supervise the implementation and maintenance of a comprehensive National Occupational H & S programme, designed to prevent injury, occupational illness and damage to property
  • Draft and recommend National health & safety directives
  • Maintain safety related manuals, including preparation and distribution of appropriate updates
Regulatory Compliance
  • Determine applicability of administrative and regulatory requirements and other health & safety laws
  • Implement applicable regulations and safety standards
  • Maintain current knowledge of legislations, regulation and practices in safety and health
  • Advice national management regarding the impact on operations
  • Ensure compliance with relevant bodies H & S Training
  • Establish and implement safety training objectives
  • Plans & Schedules training in the area of health and safety
  • Maintain records and data base of employee safety training, medical examinations, licenses and certifications
  • Control, Library, admin & Records for staff training. Audit and Facilities & Site inspections
  • Develop, manage, and maintain audit standards and process for safety staff in accordance with system
  • Manage, maintain, and communicate audit schedule
  • Conduct audit on work completed by safety staff
  • Conduct facilities and site inspections
  • Compile job hazards analyses and other evaluations to identify hazards and potential risks
  • Make recommendations to managers as required and implement appropriate corrective actions
  • Conduct audits of corrective actions to ensure compliance with regulations and corrective action. Investigations
  • Conduct post-accident investigations
  • Develop and chair accident review committee
  • Make recommendations for changes in equipment and or processes to correct unsafe conditions
  • Assess incident statistics to determine requirements for new or modified training WCA
  • Manage the WCA program, including case and claim management, leave tracking and adherence to the Leave act provisions Safety Committee
  • Identify best practices and lead continuous improvement initiatives to reduce work process risks, raise safety awareness, and improve safe work practices (Reviews internal and external safety standards)
  • Ensure ongoing research on new and changed legislation
  • Ensures safety regulation compliance (In-house)
Quality Management system
  • Responsible for the roll out and implementation of applicable ISO standards companywide that would enable the organization to obtain ISO certification
Leadership and Management
  • Ensure that employees have clear and understood work/role descriptions, targets and goals to perform their functions, and that client needs, and requirements are integrated into all work-related practices
  • Ensure that employees have the right resources, skills, tools, equipment, and information to successfully execute on their responsibilities
  • Effectively manage employee performance and create opportunities for them to gain the competence for the work required and to grow
  • Accountable for maintaining effective leadership and management practices within personal sphere of influence
  • Direct report performance appraisals and IDP
  • Project manage branch and site set up as and when required in Mozambique and other countries on a project support basis Any other lawful and reasonable outputs and responsibilities that may be required
Requisites
  • Minimum: Grade 12
  • Applicable safety qualification - Recommended
  • Applicable safety qualification - ISO certified
  • 10 Years professional experience in workplace and operator safety
  • 5 Years as senior safety officer on projects
  • Experience in dealing with customers, not just contractors
  • Willing to travel locally and internationally
  • Knowledge: Rental industry
  • Knowledge of work of height machinery and equipment
  • Safety Certification
