Resettlement Livelihood Supervisor

CONTACT is recruiting a Resettlement Livelihood Supervisor, to be based in Pemba, Mozambique.
Duties
  • Answering to the Land Access Programs Manager, the main activities of the include leading the resettlement livelihoods team for the coordination and oversight of all implementation partners responsible for implementing agricultural, fisheries and diversified livelihood development activities; support the recruiting, onboarding, coaching, upskilling and mentoring of the livelihoods team; prepare new and update existing SOWs for contracting of Implementation Partners (IP) for the various livelihood programs committed under the resettlement plan; manage the overall implementation of resettlement livelihood re-establishment programs, including assessing and rank household progress on livelihood re-establishment, justifying changes in household ranking; develop livelihood re-establishment implementation schedule and budget and undertake implementation monitoring; management of the IPs that will be delivering the agricultural, fisheries and diversified livelihood re-establishment programs; support internal and external resettlement livelihood performance reviews and audits; act as focal point between IPs, the Project, Government, affected households and the wider community; being responsible for the engagement with various stakeholder including the Government, lenders, etc., on matters related to livelihoods program implementation
Requisites
  • University degree in relevant area, including rural development, economics or sociology
  • Minimum of ten (10) years of experience in implementing livelihood re-establishment and development programs in rural setting for large-scale resettlements
  • Proven experience managing large budgets, IPs including technical and financial management and monitoring
  • Knowledge of the use of information technology at the user level
  • Fluency in Portuguese and English (written and spoken) required
  • Excellent communication skills with a proven ability to develop and maintain good relations with stakeholders including local communities, government authorities, implementation partners and CSOs/NGOs
  • Excellent analytical skills and detail oriented with competence to write reports
  • Strong interpersonal skills with capability to coach, support and successfully influence at all organizational levels (including Contractors)
  • Strong management and leadership skills
  • Availability to travel across the country
