Heading is recruiting a Resettlement Data and Compensation Supervisor, to be based in Cabo Delgado, Mozambique.
Duties
- Lead and supervise compensation and resettlement teams, including contractors and field data agents
- Coordinate with Support Services, Security and HSE to ensure safe and efficient field logistics
- Oversee Land & Camp
- Asset Surveys, ensuring data accuracy, documentation completeness, and integration with the Project Data System
- Ensure Compensation Agreements, Schedules and PAP briefings are prepared in advance, verified, and archived
- Support physical and economic displacement processes, including relocation and grave/sacred site programmes
- Coordinate land access handover to construction and ensure all supporting records are complete and stored properly
- Consolidate daily, weekly and monthly operational progress reports
- Establish and implement QA/QC procedures for all resettlement data streams
- Perform and lead internal data audits to ensure compliance with RP, IFC PS5 and Mozambican Legislation
- Oversee GIS teams, ensuring mapping products support compensation and relocation processes
- Maintain and supervise data systems such as ArcGIS Pro, SDE, FileMaker, Borealis or related platforms
- Train team members, government partners and IPs on use of data tools and procedures
- Maintain dashboards and reporting tools to support management decision‑making
- Serve as focal point between Project teams, implementation partners, Government entities and PAPs
- Liaise closely with Community Relations, M&E, Construction, and finance units
- Support Government verification missions, monitoring visits, audits and community engagements
- Ensure transparent communication with affected households regarding entitlements and processes
- Ensure all compensation and resettlement activities comply with the Resettlement Plan, Mozambican law, international standards (IFC PS5), and community agreements
- Conduct pre‑audit checks and ensure readiness for internal and external audits
- Enforce HSE and Security protocols in all field activities, promoting a culture of safe operations
Requisites
- University degree in a relevant area (e.g., Geography, Economics, Rural Development, Sociology, Social Sciences, Environmental Management)
- Minimum 5 years’ experience in resettlement, compensation project delivery, or large‑scale land access programs
- Strong experience with land/asset survey processes, compensation workflows, and engagement with displaced communities
- Proven ability to manage and audit large data systems (ArcGIS Pro, FileMaker, SDE, Borealis, etc.)
- Experience managing teams and supervising implementing partners
- Strong analytical, negotiation and conflict‑management skills
- Excellent interpersonal abilities and stakeholder communication experience
- Ability to work under pressure, multitask and meet tight deadlines
- Fluency in Portuguese and English (written and spoken)
