SDO Moçambique is recruiting Regional Project Coordinators (m/f), to be based in Nampula, Chimoio and Xai-Xai, Mozambique.
Description
  • The Regional Coordinators will work in the Regional Project Unit (URGP), under the guidance of the Executive Committee of SDO´s Client and supervision of the National Project Coordinator. They will be responsible for the coordination and management of the project, including the identification of investment opportunities for the project, as well as the monitoring of the activities to be implemented in each of these three URGP, and the presentation of the expected results of the project
Duties
Development of the Project
  • Provide guidelines for the development of the Project's strategy and methodology
  • Guide the development of the most appropriate implementation tools and management methods to ensure the performance of the Project in accordance with national policies and funding agreements
  • Ensure that project activities are carried out in coordination with UNGP and other provinces
  • Ensure coordination and teamwork of PFER staff, local stakeholders and project partners
  • Ensure adequate synergies between the elements of the Project with a view to maximizing their impact
  • Promote greater interaction between the project learning system and the international efforts of the Financiers and partners
Implementation of the Project
  • Supervise the implementation of Project activities in accordance with funding agreements, decisions of the PFER Steering Committee and agreements with the Financier
  • Lead the URGP in the design and implementation of the Project Implementation Manual, the Project Learning System of other management tools
  • Monitor the drafting, negotiation and supervision of memorandum of understanding, agreements and other contracts entered into with project partners and service providers
  • Ensure and supervise the implementation of the Gender Guidance and Integration Strategy and the Implementation Plan at all levels of the project
  • Elaborate the consolidated Annual Work Plans and Budgets (PTOA), based on PTOA prepared by partners for implementation, and aligned with URGP recommendations, for approval by SDO´s Client / MEF and the Financier
  • Prepare thematic and progress reports
  • Comply with approved budget and guarantee payments
  • Identify areas requiring support from external consultants, and recruit them
  • Channel the efforts of consultants, experts and contractors to achieve the planned results of the Project, and evaluate their performance
  • Lead the design and operationalization of the Project Implementation Manual
Monitoring of the Project
  • Supervise the installation process and the effective operation of the MA / GC system
  • Ensure continuous internal use of the Monitoring and Evaluation (MA) / Knowledge Management (GC) system
  • Ensure the timely preparation of financial and progress reports
  • External relations of the Project, including coordination of activities with other projects pursuing similar objectives, inside and outside Mozambique; and sharing the experiences of the rural finance service with a comprehensive set of stakeholders both within and outside Mozambique
Administrative management of the Project
  • Review and approve pre-selection of project partners, bidding documents, job descriptions and terms of reference for PFER staff and external service providers
  • Supervise and manage the PFER staff
  • Maintain internal transparency on key technical and project management decisions through regular meetings with PFER staff
  • Ensure the proper use and conservation of Project assets in accordance with national legislation and financial agreements
  • Ensure transparency and efficiency of financial management of project funds in accordance with the rules and procedures of the Loan
  • Lead the Completion and Formalization of the Loan activities, in accordance with the conditions of the Loan
  • Perform all other relevant tasks
Requisites
  • Academic Background: Postgraduate degree in Economics, Agricultural Economics, Business Management, Rural Development, Project Management and Monitoring and related areas, preferably with specialization in the Agro-industrial sector or in Agricultural Development. Knowledge about climate change issues from small producers is seen as an advantage
  • Professional Experience: Extensive experience in the management of development programs, with at least 10 years of experience in the management of rural finance and agricultural and / or rural development projects
  • Proven experience in leadership, and interaction with various governmental and non-governmental partners. Ability to guide and develop the capacities of team members, local counterparts and other relevant stakeholders
  • Proven experience in team building, with good communication and negotiation skills. Full professional knowledge of leading Microsoft Office applications
  • Oral and written fluency in Portuguese and English
  • Experience in implementing projects financed by international organizations is considered to be an advantage
