Publich Health Administrative Management Specialist – Finance

US Embassy is recruiting a Publich Health Administrative Management Specialist - Finance, to be based in Maputo, Mozambique.

Duties
  • The Presidents Emergency Plan For AIDS Relief (PEPFAR) Finance and Operations Specialist is responsible for PEPFAR operations and finance support services and ensures high quality support and expertise that meets PEPFAR and program staff needs
  • S/he will be a key participant in the Country Operational Plan (COP) process ensuring the provision of relevant and timely financial data
  • S/he will be responsible for managing the overall PEPFAR program budget of over $260 million implemented by five United Stated Government (USG) Agencies (Department of Defense, Department of State, Health and Human Services (HHS)/ Centers for Disease Control (CDC), Peace Corps, and U.S. Agency for International Development (USAID))
  • S/he will be responsible for compiling, analyzing and reporting of all PEPFAR financial information, including budget forecasting, formulation, execution, and tracking of obligations and outlays for all PEPFAR-funded activities in Mozambique
  • S/he will also ensure that budget requirements determined by the Office of the U.S. Global AIDS Coordinator (OGAC) are met and will oversee re-programming exercises undertaken by the five USG agencies participating in PEPFAR. S/he will be responsible for transparent financial reporting required to the Government of Mozambique
  • As a member of the Coordination Office leadership team, s/he is expected to contribute to policy or management related decisions and actions.
Requisites
  • A Bachelor’s Degree in financial management, accounting, business administration or other related field is required
  • Minimum of five years of progressively responsible, professional-level experience in financial management, budgeting, project design, program planning, management and evaluation, or closely related work that included the analysis and interpretation of complex data, and the presentation of findings in written form. Minimum of three years of specific financial management, budget formulation, and analysis experience required. Experience monitoring complex budgets (over USD 1 million annually). Prior experience with expenditure tracking and/or costing. Prior program management experience required
  • Level IV English (fluency in both written and verbal) is required. (Will be tested)
  • Level III Portuguese (good working knowledge, reading/speaking/writing is required). (Will be tested)
