  • The Surveillance Specialist (Public Health Specialist) is a position concentrating on HIV/AIDS survey and disease surveillance portfolio
  • The job holder coordinates and manages assigned President’s Emergency Plan for AIDS Relief (PEPFAR)-funded survey and disease surveillance activities in Mozambique These include the design of routine disease surveillance systems with the Ministry of Health (MISAU), and the conduct of large, complex surveys designed to measure HIV prevalence and other indicators of importance to evaluating the impact of HIV control programs Disease surveillance systems to be strengthened or developed may include those related to HIV/AIDS, STI, and mortality reporting Surveys to be coordinated may include Integrated Bio-Behavioral Surveys (IBSS), AIDS Indicator Surveys (AIS), Demographic and Health Surveys (DHS), mortality surveys, and Antenatal Care (ANC) sentinel surveillance surveys Partners to which the incumbent will provide technical or managerial oversight include the MISAU, national universities, International NGOs, and private sector partners
  • The position reports directly to the CDC Mozambique Surveillance Team Lead The incumbent will participate in the PEPFAR Mozambique Strategic Information (SI) Technical Working Group (TWG) to ensure that surveillance systems are meeting the needs of the national HIV/AIDS Program in Mozambique and that PEPFAR Mozambique program priorities are developed
  • The job holder provides technical expertise and assistance to the MISAU and other participating partners in the design, implementation and strengthening of routine disease surveillance systems and the conduct of large, complex surveys designed to measure HIV prevalence and other indicators of importance to evaluating the impact of HIV control programs
  • The job holder works in cooperation with medical doctors, nurses, district-level health managers, provincial-level hospital directors to apply case-reporting procedures, sentinel surveillance, and population-based surveillance methodologies to ensure that PEPFAR’s program’s objectives are met Carrying out these functions requires public health technical knowledge, results-oriented data analysis, advocacy, and the ability to facilitate communication and maintain collaborative working relationships with partner organizations
  • The job holder plays an active leadership role in the Mission’s PEPFAR Technical Working Groups (TWG) and/or the Multi-Sectoral Technical Groups
Requisites
  • Master’s Degree in public health, education, science, statistics, informatics, medicine, epidemiology, nursing, health policy, public policy, public administration, behavioral or social science field is required
  • Three years of public health experience in the management and development of epidemiological surveillance and/or surveys of HIV/AIDS prevention, treatment, or care programs are required
  • Level IV English (fluency in both written and verbal) is required Will be tested
  • Level IV Portuguese (fluency in both written and verbal) is required Will be tested
  • Submit DS-174 form with all supporting proof of degree, certification, and employment documents electronically
