CBE is recruiting a Project Officer: Geo-spatial Data (GRID3) (m/f), to be based in Maputo, Mozambique.
Description
  • Under the direct supervision of the Technical Advisor for Population and Development (P&D) and the overall supervision of the Assistant Representative, the Project Officer for the project Geo-Referenced Infrastructure and Demographic Data for Development - GRID3 will work as a technical resource person in his/her field of expertise
  • The incumbent will be primarily responsible for developing and implementing appropriate engagement approaches with government stakeholders, UN, and others. Will coordinate UNFPA’s support on implementation of GRID3 activities at the national level
Duties
Project Management
  • In close collaboration and coordination with GRID3 Secretariat, ensure the implementation of the current GRID3 national work plan, with a focus on the design, planning, delivery, and reporting of capacity strengthening activities
  • Liaise with INE and other counterparts to ensure effective coordination and communication and promote a collaborative work relationship with the various members of the GRID3 Mozambique Steering and Technical Committees, and other stakeholders
  • Organize and facilitate regular stakeholder consultations and project review meetings
  • Participate in weekly conference calls of the GRID3 Mozambique team
  • Plan and organize capacity strengthening activities, prepare Terms of Reference (ToRs), concept notes, meeting agendas and other information documents as required
  • Provide technical and logistic support to the GRID3 international missions visiting Mozambique, as well as for delegates of national partner institutions participating in international GRID3 events
  • Provide leadership in analyzing and reporting of Programme implementation level, identifying constraints and delays in implementation and changes necessary for plans and /or budgets, using timely and appropriate monitoring and measuring mechanisms and tools
  • Create synergies between the GRID3 project and other UNFPA Programme components (SRH, youth, population and development, gender), promoting the use of geo-referenced data across all Programme areas
  • Liaise with UNFPA CO Finance and Operations and other relevant members of staff to ensure efficient and effective implementation of the programme and proper application of UNFPA policies, strategies, guidelines and tools, ensuring consistency and coherence in addressing priorities for UNFPA
Technical support
  • Assist with GIS and statistical analyses; data preparation for spatial modeling and web mapping applications; and the preparation of high quality cartographic products for publications and presentations
  • Contribute to the development of GIS tools and processes to map data at subnational levels, including socioeconomic and biophysical indicators
  • Identify innovative ways for promoting the use of georeferenced data across sectors, and with a focus on emergency preparedness and humanitarian response
  • Contribute to bridging GRID3 support with the UNFPA Population Data Platform (PDP) and potential PDP-linked Mozambique National Population Data Portal development
  • Document, catalogue, and manage national and regional spatial data sets
  • Contribute to delivering training in the use of geospatial data and other capacity strengthening activities
  • Identify priority issues, opportunities and major events by proposing appropriate web platforms and conceptualizing new solutions
  • Other: When appropriate, undertake other managerial and/or programme implementation duties assigned by the supervisor, Assistant Representative, Deputy Representative and/or Representative
Requisites
  • Bachelor degree in Physical Geography, Demography, Social Sciences, or other related disciplines
  • A certification in project management is an asset
  • Minimum of five years of professional experience in management/coordination of national projects or their components
  • Minimum of two years of professional experience in relevant substantive area, preferably in the public sector, NGOs and/or multilateral/international institutions as a GIS Manager, GIS Coordinator, or similar position
  • Prior experience or a keen interest in the use of GIS technology/data to inform economic policy
  • Experience managing data collection, entry and maintenance
  • Knowledge of result-based management and reporting frameworks
  • Professional-level experience in the design, development, implementation and administration of geographic information systems is desirable
  • Familiarity with UNFPA/UN country programs and operations and procedures in an asset
  • Proficiency in Microsoft Excel and the latest Office software applications
  • Experience with a range of relevant technologies: client/server hardware and software; input/output technology, digitizing equipment; internet services and related technologies
  • Knowledge of publishing on ArcGIS Server and working with ArcGIS Online
  • Practical and technical experience in using and developing Geographic Information Systems (GIS) is desirable
  • Understanding of vector and raster applications and experience in remote sensing data is an asset
  • Excellent oral and written communication in both English and Portuguese
