Programme Policy Officer (Consultant) – Social and Behaviour Change Communication (Nutrition)

World Food Programme is recruiting a Programme Policy Officer (Consultant) - Social and Behaviour Change Communication (Nutrition), to be based in Maputo, Mozambique.
Duties
  • The purpose of the position is to augment WFP country offices’ capacity to the implementation of SBCC activities under the MDG1c programme, as well as to support other WFP to increase the SBCC lens of new or existing interventions pertaining to various CSP activities (nutrition, resilience, fortification, social protection, emergency nutrition and food security preparedness, etc.)
  • Under the supervision of the Deputy Country Director, and with general orientation by MDG1c and Nutrition teams the Programme Policy Officer will responsible for the following tasks:
  • Assist with adaptation, implementation, and monitoring for the 2018 period for the SBCC nutrition program in Manica and taking into consideration the project’s exit strategy
  • In close collaboration with the Government and implementing partners, monitor and evaluate the progress and impact of SBCC activities
  • Assisting in documenting project results and impacts in various forms, including media stories, lessons learned, case studies, beneficiary satisfaction, and other areas, and contributing to regular and annual reporting
  • Develop a handover plan of the MDG1c programme to the Ministry of Health
  • Submit an inception report demonstration an understanding of the MDG programme and other WFP activities and how WFP Mozambique can turn SBCC as a cross-cutting issue and show the linkages to existing and new activities
  • Act as WFP focal point for SBCC
  • Participate in all relevant external meetings, groups or forums related to SBCC and/or Nutrition
  • Conduct a country’s Capacity Needs Mapping on SBCC
  • Guide WFP Mozambique staff on how to include SBCC in existing and new projects; as WFP strives to include and promote SBCC in its programmes and strategies, strengthening the capacity of WFP’s personnel and stakeholders, including government counterparts, at country level is required
  • In collaboration with other staff of the regional nutrition team, the consultant will support the development of training agendas, as well as planning and execution of any such capacity strengthening events
  • Engage in resource mobilization efforts for SBCC (e.g. preparing proposals, raising funds, etc.)
  • Develop and manage partnerships with external partners including UN, government and implementing partners
  • Entry points for communication as an opportunity to enhance the nutritional impact of WFP-supported interventions
  • Performing other duties as directed by the DCD
Requisites
  • Advanced degree in Public Health, Nutrition, Communication for Development, Anthropology, Psychology or related fields of study. A Master’s degree is an added advantage
  • A minimum of 5 years of professional experience implementing or advising social and behavioural change interventions related to health and nutrition
  • Experience implementing large-scale SBCC programs in public health nutrition
  • Experience designing and conducting formative research and monitoring and evaluation related to social and behaviour change
  • Extensive experience of community mobilization and programme management
  • Exposure to the Nutrition and/or health environment in Mozambique
  • Excellent communication, coordination and facilitation skills
  • Strong analytical and report writing skills
  • Knowledge of (qualitative and quantitative) research methods
  • Proven ability to conceptualize, develop, plan and manage programmes, leadership and teamwork abilities, good analytical, negotiation communication and advocacy skills
  • Ability to work in a team, and establish effective working relation with person of different national and culture backgrounds
  • Good computer knowledge and skills
  • Ability to work under tight deadlines and simultaneously manage multiple tasks in an autonomous manner
  • Previous work experience with UN Organization is desirable
  • Ability to handle any other additional tasks as requested
  • Fluency both in oral and written Portuguese and English is essential
