Programme Officer (Food Technologist)

The United Nations World Food Programme (WFP) in Mozambique wishes to recruit qualified and experienced Mozambican nationals for the role of Programme Officer (Food Technologist), to be based in Maputo.

Duties
  • Under the direct supervision of the Programme Coordinator and the overall supervision of Deputy Country Director, the incumbent will be responsible for the following duties:
  • Manage and implement assigned activities to assure feasible, efficient MDG1´s 13 result implementation, timely completion of deliverables, technically sound approaches and excellent communication in-country and with HQ
  • Carry out regular forward planning to allow timely scheduling of critical actions required for completing deliverables, procurements and results
  • Report regularly on activities, identifying progress, problem areas, and potential solutions. As needed, regularly present project progress/results to project staff as well as project funders (UE)
  • Ensure proper budgetary management
  • Responsible for managing the implementation of food fortification workplans
  • Supervise assessment and provision of fortification equipment and technical support for small and middle sized maize mills in selected pilot rural regions (communities and cities) to provide fortified maize meals as part of WFP school feeding program (fortified maize meal and beans locally produced and fortified edible oil and salt)
  • Support the distribution and installation of equipment for edible oil fortification in industries including trails to verify premix quality, on job training and workshops for industries personnel including use and maintenance of edible oil fortification equipment
  • Supervise assessments of medium-sized maize and cassava millers and support for fortification equipment, premix provision mechanism, personnel training in QA
  • Support capacity building of the Ministry of Industry & Commerce (MIC) to oversee the fortification initiative in Mozambique in sugar, maize and cassava staple foods in coordination with key stakeholders in fortification activities such as government authorities at all levels, NGOs, donors, farmers’ organizations and private sector representatives
  • Liaise with government and donor community
  • Participate in ad hoc committees and meetings
  • Give technical assistance to MIC´s Fortification UNIT
  • Provide technical assistance to country programs to establish quality control\management systems for food fortification
  • Prepare MOUs with relevant partners
  • Prepare Technical Specifications for all required equipment
  • Develop training modules on food fortification technology , food quality control, vitamins and minerals loss prevention and mitigation, and provide training to Food processors, Government, WFP staff, local authorities, and stakeholders
  • Ensure the correct implementation of the social marketing and communication component
  • Manage the process for documentation and dissemination of country results and lessons learned in the design, implementation and monitoring of national food fortification program
  • To provide technical support on fortification to Food processors, Government, WFP staff, local To ensure timely report, financial and programmatic report, according to sub grant contract
Requisites
Education
  • A Masters’ (or Engineering) Degree in food technology, food engineering, biology, chemistry microbiology or closely related field is required
Experience
  • At least 5-years of postgraduate progressively responsible professional experience in quality assurance and quality control on food fortification, research, teaching, project management and/or coordination with government, NGO’s and other relevant stakeholders related to nutrition, food safety and fortification
  • Experience with training of trainers and public presentation is highly desirable
  • Good understanding of the food industry context and major challenges in Mozambique
Technical skills and knowledge
  • Training and experience in utilizing computers and standard Microsoft Office package and systems
  • Good knowledge of Good Manufacturing Practices (GMP) and Hazard Analysis Critical Control Point (HACCP)
  • Knowledge of food safety and quality management systems (e.g. ISO, BRC, IFS, etc.)
  • Knowledge of complementary food characteristics for children and other vulnerable groups
  • Good communication and technical drafting skills in English and Portuguese is required
Language
  • Full command of both English and Portuguese is required
  • Knowledge of any local language of Mozambique would be an asset

  • Ability to develop training modules and provide trainings to various audiences and contribute to drafting of new policies and procedures

  • Ability to communicate clearly both orally and in writing
  • Ability to work well in group situations and participate and contribute to a team effort
  • Excellent follow-up and sensitivity to deadlines
  • Ability to deal patiently and tactfully with people of different national and cultural backgrounds
