WaterAid is recruiting a Programme Manager, to be based in Maputo, Mozambique.
Description
  • The Programme Manager role will principally focus on providing oversight of all new and ongoing programmes and projects to enhance accountability and sustainability. In doing so the Programme Manager will provide a high level of support to project managers in the design, implementation, monitoring and reporting of programme activities in the country programme. The main purpose of the job is to provide strategic leadership and technical support to improve programme development, management and implementation of innovative, inclusive, and sustainable quality WASH programming including, managing donor relations and ensuring compliance with grant requirements. The role will also provide leadership to the programme teams, coaching, mentoring, and supporting them to deliver on their objectives and project targets. It will oversee the programme quality portfolio, including programme planning, Monitoring, Evaluation, Reporting and Learning, working with programme team as well as coordinating with other stakeholders including local & government partners, WA member donor contacts and relevant WaterAid staff. It will also ensure sound financial management including effective budget management of the projects under his/her portfolio and people leadership
  • The Programme Manager is also responsible to support the mobilisation of funds and lead on project design and proposal writing
  • The Programme Manager will also act as WaterAid’s representative as required which will involve networking with key sector stakeholders and supporting on any new funding opportunities that arise
  • Team description: The Programmes team is comprised of the Head of Programmes, Programme Manager, Project Managers, a technical team of specialists, who responsible for the development, implementation, learning and monitoring of robust climate resilient WASH projects. A Programme Manager leads a team of Project Managers/project officers who are responsible for the day to day management and implementation of projects with the support of the Programme Manager. A project manager may be a standalone role or addition to a staff member’s substantial role
Duties
Programme Planning, Development and Management
  • Oversee the management of day-to-day programme implementation and overall coordination of project outcomes, in accordance with relevant WaterAid’s policies and procedures and donors’ requirements. This includes all aspects of technical, partner, and financial planning and control
  • Provide strategic leadership, supervision and managerial support to the programme teams to deliver on their planned programme activities and milestones, ensuring that delivery is within schedule, quality is achieved, and sustainability aspects are embedded throughout the project implementation
  • Provide guidance and support to programme staff to plan, manage and deliver successful programme interventions through appropriate use of WaterAid’s policies, programme quality standards, frameworks and best practice
  • Work with programmes teams to ensure high quality of planning, implementation and monitoring is ensured as well as documentation & dissemination of learning throughout the programme interventions. Ensure the programme contributes to sector learning and local and global advocacy priorities and initiatives per the CP strategy
  • Provide support and backstopping to project managers/officers to review and regularly update detailed implementation plans, phased budgets, procurement plans, M&E plans, and work plans guiding all programme implementation to monitor project progress towards completion
  • Ensure that project managers/officers monitor and pro-actively track management of budgets to ensure cost efficiency and effectiveness whilst avoiding budget underspends or overspends
  • Identify, track, monitor and communicate any project-related issues or risks to the Country Director/Senior Management Teams that arise during implementation and facilitate effective solutions
  • Collaborate with project managers/officers including financial team to prepare narrative and financial reports for donor(s) and WaterAid as required, ensuring these are of a high Accountabilities quality and submitted for review and sign off by Country Director for onwards submission to donors in a timely manner
  • Initiate and oversee the procurement and tender processes related to project infrastructure and supplies in coordination with the admin/logistics and technical teams and in compliance with WaterAid’s procurement policies and procedures
  • Work closely with relevant country office technical advisor(s) to ensure that appropriate methodologies, approaches and best practice are maintained to ensure project quality and successful delivery
  • Ensure that systems are in place to monitor progress and project indicators, and ensure that project data is collected, compiled and analysed appropriately
Fundraising and Grants Management
  • Lead the development of high-quality programme/project proposals/concept notes for fundraising and growth of the programme portfolio in line with country strategy
  • Collaborate with the Head of Funding in identifying funding opportunities and work with programme teams to design quality programmes to achieve programme objectives and respective country programmes Aims as outlined in Country strategy
  • Work collaboratively with the Head of Funding to develop and maintain healthy donor relationships
  • Lead the provision of strategic support to service providers and key partners in the development of bankable projects and liaison with Donors and international financing institutions
  • Ensure effective management of the grants on all projects within the programme
  • Ensure Programme partner compliance with donor requirements and contractual obligations
Partner management and engagement
  • Lead the programme team in establishing and maintaining of new and strategic partnerships with relevant local organizations (Government Institutions, academics, private sector, NGOs, community organizations, etc.) to support the delivery of programmes
  • Support partners to effectively design, develop and monitor project activities
  • Strengthen the capacity of partners working with WaterAid to achieve effective project outcomes and ensure that a capacity development plan is in place and being implemented
  • Support partners in promoting cross-sectoral learning and cooperation in all aspects of WaterAid Mozambique's work in targeted districts and liaise with other agencies to promote scalable models and approaches for universal WASH access
  • Ensure that new partnerships are identified and approved in accordance with WaterAid’s partnership procedures and are implemented in accordance with WaterAid policies and relevant guidelines
  • Support partners to develop transparent planning and implementation processes that are inclusive and responsive to the needs of communities WaterAid serves
  • Support partners to develop and adopt effective financial management systems, and to prepare and submit full and timely financial and other progress reports
  • Support Project Managers/officers to monitor the partner’s implementation of projects through project plans and reports on progress towards agreed targets
  • Ensure partners are trained on Safeguarding and its incorporated into their partner agreements and planning processes
Stakeholder Management and Representation
  • Ensure effective coordination and management of relationships with internal and external stakeholders, including beneficiaries, contractors, partners, local government and other organisations
  • Ensure key stakeholders maintain support for project activities, particularly government representatives, through regular follow-up, advocacy, and oversight
  • Monitor and help improve stakeholder co-ordination mechanisms established, at provincial, district and community level
  • Act as a representative of WaterAid to establish and maintain good relations with other actors operating in the WASH sector; ensuring proper professional relationships with government and other actors in sector including participating in and contribute to WaterAid's efforts to strengthen sector networks in the area
Gender
  • Ensure that gender is integrated in all programming that relates to this role and that interventions are gender transformative, including participation in gender responsive budgeting and planning as requested
  • Support the implementation of WaterAid’s gender and diversity policies within and outside the programme
Influencing
  • In collaboration with policy and advocacy teams, participate in opportunities to advocate with a variety of stakeholders for climate resilient, sustainable, gender responsive WASH services and increased investment in the WASH sector
  • Ensure policy and advocacy perspectives are integrated in the programme design and implementation in line with WaterAid programmatic frameworks, approaches, and procedures
People Management
  • Promote empowering and collaborative leadership, effective management and a culture of openness and accountability in line with WaterAid’s values
  • Participate in transparent and competitive selection, recruitment, supervision and mentoring of respective project managers and project officers
  • Perform line management or matrix management function of project managers
  • Ensure efficient People management, conduct regular performance appraisal exercises for direct reports and support line managers of Project Managers to effectively manage the team to deliver high performance
  • Ensure direct and matrix management and supervision of the Project Managers and ensure effective communication and coordination with all projects
  • Develop team members to maximize their contribution to the team and to the organization, enabling them to contribute and present at conferences and workshops
  • Host project meetings on a regular basis with team and managers, as well donor support teams in member offices
  • Provide feedback, advice, project updates and encouragement to team members
  • Manage deadlines and push the team to ensure timeliness
  • Others:
  • Assume project management responsibility when requested with support from and other relevant technical and support staff. This includes day-to-day project implementation and coordination of project outcomes, in accordance with relevant WaterAid’s policies and procedures and donors’ requirements, as well as aspects relating to technical and partner management, financial planning and control
  • Perform other duties that may be required by the Head of Programmes and Senior Management
Requisites
  • Degree in Rural Development, Development Studies, Water and Sanitation, or Public/Environmental Health from a recognized University and/or professional training in Project Management. A master’s degree will be an advantage
  • 5 years of proven experience in program planning, development, management or related role including financial management
  • Extensive experience of managing projects funded by donors (such as USAID, EC, FCDO, foundations and others). Excellent planning, budgeting, and financial management skills. Good basic budget and financial management skills, able to understand and review financial information & reports. Leadership qualities, such as motivation techniques and conflict-management
  • Ability to work independently and effectively oversee project implementation in challenging contexts
  • Experience of leading, managing and motivating others and driving change
  • Proven knowledge of project management methodologies, approaches, and tools
  • Proven ability to write, edit and produce written project proposals for donor funding and results-focused project management and reporting
  • Proven experience of working with all administrative levels of government, local NGOs, international organisations and donors
  • Demonstrated success in delivering project goals on time and within budget
  • Proven ability to manage staff and develop their capacity
Desirable skills

  • Experience in the use of computers and office software packages (MS Word, Excel, etc.)
  • Excellent command of spoken and written English and Portuguese. Desirable skills

  • Experience or understanding of working in complex matrix management structures in a global organisation
  • Strong written communication and analytical skills, including experience in writing project reports and strong presentation skills
  • Strong interpersonal skills, ability to build and maintain good working relationships with a variety of colleagues and stakeholders
  • Good planning & organisational skills, including effective time management and priority setting. Registration to professional project management bodies such as Programme Management International (PMI), and others similar qualification in project management, PMDPro or equivalent
