  • About the role: This is a great opportunity to be part of a dynamic organization with the scope to make a significant contribution to the growth of WSUP in Mozambique. This is a well-established programme which commenced in 2007. Working together with service providers, key institutions, private sector and community based organizations (CBO’s) WSUP plans to 2 significantly influence and support the urban WASH sector in Mozambique to help achieve scale in access to safe water and sanitation and the SDG 6 targets for this country
  • WSUP is seeking a self-motivated, dynamic, self-starter to take a lead role in a fast-paced, dynamic organization. The Programme Coordinator will support the Country Programme Manager (CPM) to lead the WSUP Mozambique programme through strategic engagement with key partners, management of project delivery and staff development. The nature of the WSUP programme is such that extra hours and weekend work may be required from time to time, without increase in remuneration
  • The ideal candidate will have experience of and passion for urban water and sanitation in low income areas and proven ability to lead and manage programmes. They will be highly flexible and adaptable, able to influence at a high level, manage teams to effectively deliver on programme commitments and will demonstrate passion and empathy with WSUP’s aims and values

  • Overall Purpose: To work with the CPM to ensure effective management and efficient delivery of the WSUP country programme. The role provides leadership in a fast-paced, dynamic organization by building and strengthening country programme delivery and by providing strategic analysis to support the next stage of WSUP’s growth in the assigned country. To work effectively with the Country Programme Manager to support the overall strategic development and operational delivery of the WSUP country programmes
  • The post holder will directly work as part of the Mozambique team with and under the supervision of the Country Programme Manager
Duties
Strategic planning and execution
  • Support the CPM in developing strategic direction and appropriate planning for the country programme which align well with those for the organization globally and provide a strong basis for in-country achievement of business plan targets
  • Support the CPM in continuously monitoring Mozambique business plan compliance and performance within all project activities’ design and implementation
  • Proactive support to the CPM to engage with sector partners and international institutions to support urban WASH sector investments and to guide the strategic direction of WSUP Mozambique towards areas where most impact can be achieved
Programme management
  • Lead in planning and delivery of WSUP Mozambique programme activities to ensure the programme objectives and deliverables are achieved within agreed schedules and budgets
  • Support effective coordination between the Programme team in Mozambique and teams in the Secretariat, including Evaluation, Research & Learning, Innovation & Consumer Needs, and WSUP Advisory, to achieve highly integrated programme direction and delivery
  • Manage projects and execute specific project/programme tasks as delegated by the CPM from time to time
  • Support the CPM with financial management and control including formulating budgets, their monitoring and financial management, as well as timely preparation and submission of cash flow projections and expenditure reports to funders
  • Ensure all procurement takes place in line with WSUP procedures, lead some procurement processes where required and provide a quality control function
  • Support the CPM in ensuring contracts are issued to WSUP’s and funders’ standards, meeting in country requirements, and are managed effectively
  • Actively support the CPM in identifying and mitigating project implementation risks across all locations Regularly review projects’ plans and progress against funder commitments and projected milestones, take corrective action where required, raising issued with the CPM and PD where required
  • Responsible for the provision of accurate programme management reporting
  • Proactive and clear communication with the WSUP teams in Mozambique and the UK on programme challenges
  • Responsible for ensuring M&E functions are met including coordinating the relevant information and data collection and preparation of the WSUP Quarterly reports and funding reports
Stakeholder engagement and programme development
  • Represent WSUP in-country, building and maintaining relationships with in-country service providers, government, national and international development partners, private sector and funder representatives
  • Identify potential capacity needs and provide technical support to key partners
  • Lead in public communication and building a strong and positive WSUP brand visibility and recognition in-country, working closely with the Head of Communications based in the UK
  • Support the Programme Director (PD) and CPM with follow on business planning for the country programme and development of the pipeline of work for funding. Take a lead role on programme design and funding applications
  • Proactively identify and discuss with the CPM any potential future funding opportunities which present themselves in-country and provide advice on their suitability and potential alignment with the WSUP strategic direction
Staff and office management
  • Support the CPM to ensure the programme is adequately resourced and delivered in country, through sensitive leadership of the in-country team and by working effectively with the PD and other key WSUP functions
  • Work with the CPM to manage staff performance, motivation, cohesion and retention according to WSUP policies and to foster a positive WSUP culture and environment
  • Support effective communications and joint working within the team
  • Work with the CPM to manage the smooth functioning of in-country WSUP office(s)
  • Ensure systems are in place to achieve compliance with local legal, HR, Health & Safety standards and with WSUP’s standard operating policies and procedures
  • Ensure strict adherence to WSUP’s ethics policy and pro-actively encourage transparency and openness in all activities
  • Participate in sector conferences and workshops and compile reports on them as required
  • Undertake any other duties as commensurate with the role and agreed with the CPM

Requisites
  • Minimum – Bachelor’s degree in Business Management, Civil Engineering, Business development or other relevant field (A)
  • Demonstrable competence and experience in managing complex projects
  • Experience of team management (A,I)
  • Demonstrable track record of effectively building and sustaining key external and internal relationships at community, utility and governmental levels to realize project goals (A,I)
  • Experience of capacity building, influencing and advocacy at a regional or national level (A,I)
  • Experience in working with local government agencies, service providers and stakeholders (A,I)
  • Demonstrated understanding of the urban WASH sector in Mozambique (I)
  • Demonstrated understanding of the water and sanitation institutional structures in and their relationships (I)
  • Good understanding of project management and governance, including project management methodologies, monitoring, quality control (I)
  • Knowledge of implementing donor funded projects such as DFID, USAID or EU (I)
  • Able to manage teams effectively and build their capacity and skills (A,I)
