Fundação Clarisse Machanguana is recruiting a Program Manager, to be based in Maputo, Mozambique.
Description
- This position is for 6 months, starting 16 April or as soon as possible after that. It is open to Mozambicans
 
- The position is to manage the next phase of our PEPFAR funded youth, HIV program, Saber é Viver (SEV) in Maputo City
 
- SEV is an Information, Education and Communication (IEC) campaign that works to rebrand HIV by promoting the importance of knowing your status and staying on antiretroviral treatment with a focus on adolescents
 
- This phase of the campaign continues in Maputo secondary schools and engaging with adolescents using SAAJ (Serviços Amigos dos Adolescentes e Jovens) health services
 
Duties
- Execute program per funding agreement between CCS and Fundação Clarisse Machanguana
 
- Report to Executive Director
 
- Manage Accountant, communications officer, community/program officer, procurement officer and M&E consultant
 
- Lead, monitor and review the quality and progress of the program and team to ensure the successful completion of the program within deadlines
 
- Establish a communication schedule to update stakeholders including appropriate staff in the organization on the progress of the program
 
- Program Management and Monitoring (with direction and support of M&E consultant):
 
- Write monthly program reports as per agreed criteria and timelines
 
- Communicate with CCS as outlined in funding agreements
 
- Monitor all budgeted program expenditures with accountant
 
- Monitor cash flow and report actual cash flow and variance to senior management on a regular basis (monthly or bimonthly)
 
- Manage all program funds per established accounting policies and procedures
 
- Ensure that all financial records for the program are up to date
 
- Manage financial reporting and supporting documentation for funders as outlined in funding agreements
 
- Program Monitoring and Evaluation:
 
- Ensure that the program deliverables are on time, within budget and at the required level of quality
 
- Evaluate the outcomes of the program as established during the planning phase
 
- Ensure that all program activities operate consistently and ethically within the mission and values of the Foundation
 
- Ensure all policy and legal requirements for the Foundation are completed in a timely and efficient manner
 
- When necessary, participate on interview panel for recruitment of staff
 
Requisites
- 5 years minimum experience of program management of social programs in Mozambique
 
- Strong written communication skills
 
- Experience of of using social media as a communication and education tool desirable
 
- Experience of PEPFAR and/or US Govt funding mechanisms and regulations
 
- Fluent verbal and written Portuguese and English
 
- Experience of HIV campaigns desirable but not essential
