Program Manager

IRD - International Relief & Development

IRD is hiring a Program Manager for WASH, in Maputo.

Duties
  • Supervises and trains water and sanitation engineering, technical design, health and hygiene, and community development staff
  • Works with community development, health and hygiene promotion, and water and sanitation team members to mobilize the community and establish the community water and sanitation management committees
  • Conducts feasibility studies, prepares detailed engineering designed, prepares tender documents, and manages subcontractors and consultants
  • Conducts site inspections and supervises the preparation of engineering plans and designs, bill of quantities and cost estimates
  • Develops and maintains professional and productive relations with subcontractors, and appropriate government agencies at the local and provincial levels
  • Manages technical staff to ensure the project meets internal and external deadlines
  • Develops a detailed implementation plan and ensures completion of all activities
  • Submits regular reports and provides regular updates on the status of project implementation
  • Works with subcontractor(s) and IRD teams to prepare an annual implementation plan, and establish program deliverables, indicators of success and expected outputs and undertakes the necessary steps to ensure deliverables and targets are met in a timely and cost effective manner
  • Conducts quality control site inspections
  • Ensures all expatriate and local team members have the necessary equipment and support to conduct their tasks effectively and to meet all established program deliverables and outputs and ensure all equipment is inventoried, maintained, and accounted for
  • Ensures collaboration amongst various program sectors
  • Other duties as assigned
Requisites
  • Bachelor’s degree in Engineering with 7+ years experience in the design, planning and execution of infrastructure schemes
  • 3+ years managing engineering / construction team and / or contractors
  • Demonstrated working knowledge of community participatory approaches for rural water and sanitation systems and natural aptitude for interactions at grass-root level
  • Fluency in English and Portuguese
  • Advanced knowledge of Microsoft Office Suite
