Based in Washington, D.C., ACDI/VOCA is a nonprofit international development organization that delivers technical and management assistance in agribusiness, financial services, enterprise development, community development and food security to promote broad-based economic growth and vibrant civil society. ACDI/VOCA currently has 76 projects in 36 countries and revenues of approximately $168 million.

We are currently seeking a Program Director for a prospective multiyear community engagement and livelihoods project that will build the capacity of smallholder farmers in Mozambique to produce high-quality horticultural products and pursue sustainable livelihoods. The project will include a value chain assessment of vegetable markets to identify target horticultural crops; strengthen producer associations and partners; deliver training and technical assistance in horticultural production; improve access to high-quality inputs, technology and finance; improve post-harvest handling; and strengthen market linkages.

The nature of the program demands strong leadership; collaborative program, organizational management and communication skills; and strong interpersonal capabilities. The Program Director has overall responsibility for management of and reporting on program activities; making key decisions and solving problems in short time frames while ensuring operational and program quality and integrity; and serving as ACDI/VOCA’s first point of contact with the private sector donor on routine and strategic matters.

Duties
  • Assume responsibility for overall management of the project
  • Provide technical leadership, oversight and support to all aspects of the program
  • Manage all project staff and consultants
  • Draft and finalize reports for the donor, including contractual reports and technical reports, in a timely manner
  • Ensure that activities, expenses and reporting comply with donor rules and regulations as well as ACDI/VOCA internal policies
  • Assure quality control and timeliness of all deliverables
  • Prepare or supervise the preparation of work plans and financial, logistical and other program documents
  • Review all financial and logistical information on a periodic basis
  • Serve as principal liaison with donor staff, government and private sector institutions, and country partners to exchange information and develop professional relationships
  • Make verbal or written presentations as requested to various audiences
  • Serve as the direct contact between ACDI/VOCA home office and the program field office
  • Ensure a positive and productive work environment for all staff
Requisites
  • University degree in related field (international development, agribusiness, economics, etc.) is required; master’s degree is highly desirable
  • Minimum of five years of experience directly managing programs related to community development and livelihoods; experience on similar donor-funded projects in Mozambique or the region preferred
  • Experience managing or implementing a project that involves grants-making and community engagement
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving program needs
  • Experience with value chain approach and integration of smallholder farmers into market systems required; familiarity with horticulture preferred
  • Demonstrated proficiency in project management and monitoring and evaluation methods
  • Excellent writing and reporting skills in English and fluency in Portuguese required
