World Food Programme is hiring a Procurement Officer to be based in Maputo.
Duties
Provide technical advice on procurement activities, following rules, procedures and regulations
Issue local tenders, evaluate offers and make recommendations for the finalization of purchases and the award of contracts by using WFP’s corporate system
Review technical proposals of suppliers and carry out cost/benefit analysis for equipment and services procurement
Develop and prepare technical and legal contracts
Manage and coordinate negotiations with all interested parties including contract disputes and claims
Run system queries, prepare reports and management presentations on procurement activity
Render technical advice and support to management
Contribute to any preparedness actions such as early warning, risk analysis and contingency planning and make the necessary recommendations. Periodically monitor the management of risks and report on any actions taken
Supervise procurement staff, as required
Represents the Procurement Unit in Various meetings i.e. meeting with vendors/ suppliers etc
Train new staff members joining the unit on WFP Procurement policies, rules and regulations
Source local and international markets for availability of required items/services by requesting units
Act as member in the Delivering as One(DAO) in Procurement Working Group under the One UN umbrella
Respond to queries regarding procurement data, both internal and external Procurement Focal Person at Formal Evaluation Panel meetings and convenes NFPCC meetings and act as a presenter Any other duties as may be assigned from time to time
Requisites
University degree and relevant experience in one or more of the following disciplines: procurement, economics, commerce, business administration, engineering, legal, accounting or related field
Training and /or experience using computers, including word processing, spreadsheet and other standard WFP packages systems. General knowledge of the UN System policies, rules, regulations and procedures governing administration is considered an advantage
Resourcefulness, initiative, maturity of judgment, tact: effective working relations in support of work conducted by other officers
