  • Mozambique Expansion of Rural Cattle and Dairy Opportunities (MERCADO) is a five-year $20.8 million dairy development project that will substantially increase the agricultural productivity and expand the potential for trade among 10,000 direct beneficiaries, including smallholder farmers, mini-agribusinesses, processors, feed manufacturers, cooperatives and commercial breeders
  • MERCADO will build on the successful work and infrastructure developed through past USDA investments in both Manica and Sofala provinces to further catalyze private sector investments across the dairy value chain
  • The program will employ a co-financing approach with private sector partners to leverage USDA grant funding and private sector investments across the dairy value chain
Duties
  • Leading MERCADO Activity 7: Capacity Building: Promote Improved Policy and Regulatory Framework
  • This position will take a leadership role in, along with the Land O’Lakes MERCADO project, working with key value chain actors in the dairy sector, including producers, cooperatives, processors, input and service providers, private sector investors, and the government to examine the current policy and regulatory framework in order to identify barriers to growth in the dairy industry and recommend effective solutions
  • Based on the results, the Policy and Regulatory Reform Specialist will support capacity building and networking opportunities for key government staff and key dairy value chain actors to increase their ability to strengthen the Mozambican dairy sector
  • Through a consultative process, The Policy and Regulatory Reform Specialist will also facilitate the development of Provincial Unions, and a private-sector-led representative body/forum/union for the dairy sector to support the needs of the dairy industry, including helping them to develop their mission statement, strategy and sustainability plan
  • The entity will engage the Government of Mozambique to advocate for reforms in the policy and regulatory framework to support growth and investment in the dairy sector; In addition to raising the profile of the dairy sub sector within the country, and region
  • Implement the recommended solutions identified in the Barriers to Growth Special Study
  • Facilitate the establishment of provincial cooperatives and systems to ensure sustainability of these
  • Facilitation of the establishment and of activities of the regulatory body for the dairy industry
  • Develop a sustainability plan for the representative body (or representative bodies) to further the growth for the Mozambique dairy industry
  • Support government to review policy and adopt update policies and regulatory frameworks for the dairy industry
  • Contribute to the Following Activities: Achieve annual and life of project milestones and output goals in all activities as detailed in the work plan
  • Identify the barriers to growth in the dairy industry and recommend effective solutions
  • Advocate for the implementation of the recommendations
  • Facilitate the creation of Dairy Farmers Provincial Unions
  • Facilitate the definition of the format of the regulatory body for the dairy industry
  • Facilitate the establishment of the regulatory body for the dairy industry
  • Launching of the of the activities of the regulatory body for the dairy industry
  • Attend Capacity building and networking opportunities
Requisites
  • Agriculture economics (Honors) degree, marketing, business, rural development or equivalent – an MBA an advantage
  • Strong policy, legislation and analysis experience
  • Expertise in dairy or other agricultural value chains
  • Understanding of Policy environment and role of industry advocacy bodies
  • Demonstration of innovative thinking and leadership
  • Financial literacy to develop business plans and innovate products with additional support
  • Exposure to agriculture preferable
  • Good written and verbal communication skills are required
  • Must be a team player with prior experience working in a team environment
  • Professional proficiency in oral and written Portuguese and English required
  • Demonstrated experience and success in leading, supervising, coaching and developing others
  • Demonstrated experience and success in forging and leveraging strategic partnerships
  • Ability to coordinate, collaborate and negotiate with clients, host government officials, NGOs and grantees in implementing project activities
  • Demonstrated proficiency in Microsoft Office and Excel
  • Professional proficiency in Portuguese and English required
  • Must be a Mozambique citizen
