USAID Mozambique is hiring a Policy Advisor (Local Advisor) in Maputo.
Duties
The Policy Advisor provides policy background and analysis in support of the USAID/IHO portfolio
The advisor will play a lead role in the development of a variety of documents resulting in official agreements between the USG and GoRM. In this capacity, the advisor plays a lead role in analyzing Public Financial Management Risk Assessment Framework (PFMRAF) reports commissioned by USAID to develop risk mitigation matrices as the basis for direct agreements
The Advisor will be able to liaise directly with other donor counterparts on issues of public financial management and fiduciary risk. This will entail engaging with members of the GTAF working group of donor and MOH counterparts to ensure USAID’s efforts to strengthen financial management are aligned with those of other donors
The Policy Advisor participates in project design and review meetings as needed, as well as periodic portfolio reviews to provide policy input on programmatic directions and to assist IHO staff in the review of policies, practices, and procedures and develop recommendations related to improvements in the existing social policy framework, in close collaboration with the Regional Legal Advisor (RLA) in order to assure a mutual understanding of IHO goals and targets
As needed, the Policy Advisor participates in meetings with GoRM Ministries, other donors, IPs, and non-governmental organizations
Periodic site visits and other in-country travel are anticipated
Requisites
Master Degree in law, social science, or any other related field
Five or more years of relevant professional experience within an international context in policy development and implementation
Requires a good knowledge of international, and host-government social policies, and documentation and reporting requirements sufficient to make recommendations changing, interpreting, or expanding the social policy framework to support and implement IHO programs/projects/activities; the ability to interact with individuals from different backgrounds, cultures, and/or professional status, including GoRM officials, and NGO/PVO representatives; and, requires a demonstrated record of effective, collegial team-working relationships, and the ability to reach consensus with a wide range of individuals/organizations in the host-country setting
Excellent written and oral English and Portuguese language communications skills (candidates without strong Portuguese written and oral capability may be considered if they have exceptional skills in Spanish or Italian)
Required policy and/or legal training and familiarity with concepts and practices of development assistance programs – sufficient to evaluate current and new approaches to difficult problems
Required knowledge specific, or related, to development assistance programs in Mozambique
