CONTACT is recruiting a Permitting Officer, to be based in Maputo, Mozambique.
Duties
- Reporting to the Admin & Finance Manager, will be responsible for identifying and assessing regulatory requirements for all phases of the Project; maintaining and updating a permitting tracker covering applications, approvals, and compliance status
- Preparing and submitting permit and license applications to relevant authorities; ensuring compliance with Mozambican legislation and international standards (e.g., IFC Performance Standards, World Bank ESF); supporting the development and implementation of the company’s permitting system
- Coordinating with internal teams (Legal, Technical, Environmental, Social) to anticipate permitting needs; liaising with consultants and ensuring compliance before contract execution; engaging with government bodies and stakeholders to build strong institutional relationships
- Representing the company in meetings and forums related to permits and authorizations; reporting permitting risks and potential impacts on project timelines; supporting import licensing and customs clearance processes when required
- Assisting with visa and work permit procedures for short-term foreign personnel; ensuring clear, consistent communication with all internal and external stakeholders involved in permitting activities
Requisites
- Degree or equivalent in one or more of the following disciplines: law, admin, procurement or business management
- Minimum of 10 years relevant Project permitting experience (experience in energy sector, particularly renewables highly regarded)
- Excellent working knowledge of legislation, permits, licences and regulations in Mozambique
- Ability to interface with project managers and government officials at central, provincial and district levels
- Proven permitting experience in infrastructure or energy projects
- Experience in project planning and coordination
- Proven experience with the Microsoft Suite of tools (Intermediate Excel, Outlook, PowerPoint, Outlook and Word)
- Attention to detail and strong organizational skills
- Strong interpersonal and teamwork skills
- High level of integrity and confidentiality
- Excellent English report-writing skills
- Fluent in Portuguese
- Mozambican nationality
