Operations Officer

Heading Moçambique

Heading is recruiting for its client an Operations Officer, to be based in Maputo, Mozambique.
Duties
  • Oversee the project’s administrative and financial systems and reporting in compliance with USAID requirements
  • Liaise with the Prime Contractor home office program management unit for FC+ to provide high quality program support to the field office
  • Manage the logistics of the office space and project equipment
  • Support M&E, administrative and finance team
  • Manage subcontracts, service providers and vendors
  • Establish (in alignment with Focus Fistula and USAID practices) and overseas procurement systems
  • Facilitate program implementation, administration, and operations, including management of grant administration and compliance, office space, human resources, information technology, information security, physical security, finance, logistics, procurement, property, vehicles, equipment, and database functions
  • Investigate, identify and advise regarding new ways of achieving project operational efficiencies, including developing critical relationships and building networks with public and private sector organizations, vendors, suppliers, and individuals
  • Financial Management:
  • Assists with project budget preparation, monitoring, and reporting
  • Prepares activity-level budgets as assigned by the finance team and program Director
  • Support processing of invoices, subcontractors’ costs, expense reports, deliverables, etc., to monitor compliance with subaward. Issues status reports as needed
  • Support project expense processing for approval and works with operations team members to enter them into expense templates for submission to prim Contractor
  • Procurement and Contract Compliance:
  • Support, guide and manage the process for programmatic procurement. Monitors commercial vendor agreements as assigned and ensure strong oversight over asset and commodity management
  • Supports compliance guidance with the appropriate regulations in providing logistical support for project staff and activities, and that all such activities are done in accordance with subaward and governmental/donor regulations
  • Prepares the required approvals to ensure compliance with internal and external contract and policy requirements
  • Project Management:
  • Develops and maintains the various project management trackers as needed by Director
  • Carries out periodic project-related research as requested
  • Supports the establishment and maintenance of project files and keeps filing system list updated. Copies and properly files all project correspondence and documents
  • Collects and saves to project files all project deliverables and publications
  • Works proactively and productively with internal and external clients to develop mutual understanding of goals and possible courses of action for Fistula Foundation
  • Performs other project management and contact administration duties as required
  • Undertakes assignments on projects or special initiatives as appropriate
  • Demonstrates leadership, professional maturity, versatility, discretion, and integrity
  • Continually promotes outstanding service and mentors staff to implement excellent client services
  • Creates a productive and motivating work environment for staff by establishing and maintaining partnerships across programs and portfolios
Requisites
  • Bachelors degree required; Masters degree preferred in a relevant field
  • At least 4 years of relevant experience (USAID project management, finance, contracts, and operations)
  • Understanding and proficiency in financial and project management operational systems and procedures
  • Experience with USAID rules and regulations, compliance and healthcare procurements requirements
  • Previous experience in compliance, finance and administration, operations or general program management on a USAID-funded (or similar donor) project
  • Proficiency in USAID regulations, FAR and ADS and procurement procedures and contract compliance
  • Subcontract management experience on a donor-funded project
  • Intermediate level proficiency in MS Excel and other MS Office Suite programs
  • Excellent written and verbal communication skillS
  • Experience in creating the administrative/contractual basis for public-private partnerships not required but preferred
