Nampula Finance Manager (m/f)


Creative is recruiting a Nampula Finance Manager (m/f), to be based in Nampula, Mozambique.
  • Creative Associates is the lead organization on a five-year, USAID-funded early grade reading program with the aim to improve early grade reading outcomes in the target provinces of Nampula and Zambezia. The program will focus on three main areas of intervention to achieve its goal to improve students’ reading fluency and comprehension in the mother tongue by the end of their second year of school: 1) improve the quality of reading instruction at the early primary level, 2) improve policy frameworks and delivery systems for early grade reading, and 3) increase parental and community engagement in early grade reading. The program will have a main office in Maputo with field offices in Nampula and Zambezia
  • Position Summary: The Finance Manager will be managing finances of Vamos Ler Nampula office and will be closely collaborating with Finance Director. S/he will be directly supervising the finance department in Nampula. S/he will be the main liaison person for finance matters between Nampula and Maputo and need to make sure that all financial tasks are timely and accurately completed on daily basis in Nampula office and to ensure appropriate control procedures are in place
  • Reporting & Supervision: The Finance Manager will report to Director of Finance in Maputo and will supervise the Nampula finance team
  • Ensure that financial records are maintained in compliance with local laws and all due taxes are deducted at source and paid to the government treasury within due time
  • Ensure that the account and task codes are correctly entered on the vouchers and that all required back up documents are complete before processing any payment
  • Ensure that Creative and USAID regulations and organization policies are followed before making any payment
  • Ensure accurate recording of expenses in accounting software Dynamics
  • Ensure that INSS for Nampula staff is paid on time to government department
  • Ensure that staff advance is liquidated on time as per deadline outlined in the travel and per diem policy
  • Assist Director of Finance in timely finalization of monthly financial reports
  • Assist Director of Finance in preparing monthly wire requests and subsequent tracking of spending as per wire request
  • Assist program team in preparing activities/training budget and track and file component activities budget
  • Assist Director of Finance in other periodic financial reports
  • Perform other related duties as recommended by the supervisor
  • Bachelor’s Degree in Accounting, Finance or related field is required. Master’s degree holder in Finance will be preferred
  • Must have 8 years of general work experience, and 5+ years of specific experience related to position required, preferably for a USAID-funded project
  • Proficiency in Microsoft Office programs, especially Excel
  • Working experience of accounting software and Dynamics will be plus
  • Fluency in Portuguese required; advanced knowledge of spoken and written English is required
