SDO Moçambique is recruiting a Monitoring and Evaluation (ME) and Knowledge Management (KM) Specialist (m/f), to be based in Maputo, Mozambique.
Description
  • The ME/KM Specialist, shall work at the UNGP, reporting directly to the Country Project Coordinator and shall be responsible for developing and managing the Project Learning System of the Rural Businesses Financing Project (PFER) and for pooling together the international efforts by the Financier and partners with the purpose of creating knowledge about rural financing
  • This includes the development of an open system, with upward and downward accountability and a culture in which the Project team and stakeholders learn from experience and mutually share knowledge and information relating to organic issues
Duties
  • Oversee the development of a strategy and plans to ensure the systematic and continuous learning and improvement, as well as the sharing of knowledge
  • Implement a Monitoring and Evaluation System that complies with the SDO´s Client and the Government monitoring frameworks and indicators, as well as the Financier’s Operating Results Management System (ORMS) and project objectives
  • Develop a Management Information System (MIS) for the management of data and information aimed at a comprehensive monitoring
  • Review and update from time to time the Project Logical Framework. Define participatory methodologies and tools to assess the project performance and results, with stakeholders’ involvement
  • Define and implement the program impact monitoring formats and indicators
  • Provide guidelines on baseline data and reporting
  • In collaboration with the Regional Project Management Units (URGP), agree and set goals for the implementation, monitoring of the implementation processes and performance, assess the results and conclusions, and evaluate the successes and failures
  • Hold annual workshops to review the project, the impact assessment studies, and undertake the mid-term review and the final assessment
  • Collect essential data for inclusion in quarterly, half-yearly and annual reports
  • Monitor the financial and physical progress, and communicate the findings to the stakeholders with the aim to create an environment that is more conducive to learning
  • Organize training events for the project team and partners, as required
  • Improve the project performance by providing timely, relevant and well-founded information to the UNGP
  • Oversee the development of work plans and annual budgets
  • Develop and implement processes so as to ensure that the lessons learned and good practices are systematically incorporated, shared and used to improve the project implementation
  • Coordinate the development and implementation of capacity building activities, particularly through training and advice, to develop skills and competencies in management, M&E, communication and others related to the project and targeted at the partner teams at all levels
  • Ensure that the experiences, learning and good practices that constitute innovation are identified, summarized, documented and shared continuously within the scope of the project, among SDO´s Client, local partners, the Financier and other regional and international partners
  • Delegate the short-term technical assistance and perform any other duties that may be assigned by the Project Coordinator
  • Perform all other relevant tasks
Requisites
  • Academic Background: At least a high degree in related fields, advanced degree in Project Management, Rural Development, Development Economics or Agricultural, or Business Management. Knowledge about issues related to rural finance from small producers is considered to be an advantage
  • Professional Experience: Practical and proven experience of at least 5 years in ME and KM of projects. Computer literacy (Microsoft Office and statistical computer applications)
  • Good communication and results-oriented management skills; Capacity to guide and develop capacities of local counterparts; Excellent writing and communication skills
  • Oral and written fluency in Portuguese and English
  • Experience in implementing projects funded by international organizations is considered to be an advantage
