Peace Corps Mozambique is recruiting a Monitoring, Reporting, Evaluation and Grants Coordinator (MREGC) (m/f), to be based in Maputo, Mozambique.
Description
  • Under the direct supervision of the Director of Programming and Training (DPT), the Monitoring, Reporting, Evaluation and Grants Coordinator (MREGC) will establish monitoring systems, coordinate data flow, train staff and Volunteers in MRE, and provide leadership and coordination for timely and reliable data for analysis and reporting according to Peace Corps guidance and the requirements of U.S. government funded partnerships
  • The MREGC is also responsible for Posts’ small grants program. This includes processing grant applications from Volunteers, submitting required documentation to the Admin unit for funding, tracking grant status through the life of the project, working with Volunteers and the Financial Specialist to close grants according to HQ guidelines, and maintaining grant files
  • This position requires strict adherence to ethical standards of confidentiality and professional conduct. In addition, the candidate should be flexible, highly organized, creative, and able to multi-task and work independently
Duties
Monitoring, Reporting, and Evaluation
  • Coordinate PC Mozambique’s efforts to improve monitoring and evaluation of program impact by working with the P&T team to ensure consistent methods, high quality work, and timeliness of reporting by PCVs and utilization of results including feedback to PCVs and communities
  • Serve as PC/Mozambique’s M&E Champion to liaise and collaborate with other PC countries to create an M&E culture in all programs
  • Ensure high rate of reporting from PCVs
  • Read Volunteer reports and provide appropriate technical feedback and support
  • Identify gaps in data collection and communicate directly to the Programming and Training (P&T) team
  • Conduct training for Trainees and Volunteers on how to monitor program activities and impact
  • Conduct site visits to assist with data collection/quality assurance
  • Coordinate development of clear and easy to use forms for Volunteers to track their work
  • Assist P&T Team in analysis of results of training and program monitoring data
  • Ensure dissemination and utilization of data to improve program activities (learning and data for decision making)
  • Present data in written and/or verbal form to staff, PCVs and their counterparts at regular intervals throughout the year (minimum of twice annually)
  • Develop annual summary reports for P&T staff to analyze for the purpose of facilitating consistent evaluation of project plan outcomes
  • Ensure that project frameworks are updated as necessary with relevant and appropriate Peace Corps Standard
  • Sector Indicators and Post-Developed Indicators and work with the DPT and Program Managers in developing monitoring and evaluation plan for all project plan areas
  • Assist DPT in completing annual status reports for HQ and partnership reports
Grants Management
  • Organize and manage PC Mozambique’s SPA (Small Program Assistance), PCPP (Peace Corps Partnership Program), CLP (Community Library Program) and VAST (Volunteer Activities, Support and Training) grant programs
  • Serve as the point of contact for Post on the small grants program. Keep abreast of recent developments and changes in the grants programs. Alert PCVs and staff about changes when they occur - providing updated documents and information as necessary
  • Track specific grants through conceptualization, grant application submission, application review and revision, project implementation, and completion reporting
  • Organize, convene, and facilitate the grants review committee
  • Develop and maintain an up-to-date grants tracking spreadsheet that accounts for individual grants and grant programs
  • Respond to and provide assistance to PCVs to ensure grant applications are processed in a fair and timely manner; respond to inquiries from PCVs and staff about the status of applications and funded projects in a timely manner
  • Assist in compiling Project Status Reports (PSRs), writing periodic and annual reports, and participating in project plan reviews
  • In coordination with the Administrative Unit, track grant spending and available funds by grant program and funding areas
  • Work with the Administrative Unit to ensure financial processing of approved grants
  • Integrate M&E into all grant activities including that data is accessible and understandable as indicators of grant impact
  • Establish a network of peers at other Peace Corps Posts to share best practices in the promotion of grant ideas within the PC Mozambique community
  • Compile summative grant lists that can be shared with the PCV audience to transfer knowledge and encourage experimentation and the scaling up of grant ideas in their communities
  • Use the Volunteer Reporting & Grants Tool (VRG) feedback process to identify potential PCVs who might benefit from pursuing grant opportunities for their communities. Brainstorm grants ideas with those PCVs
  • Work with the Communications Specialist to produce lessons learned and success story vignettes on successful grant activities performed via PC Mozambique and through Peace Corps worldwide
Training
  • Develop resources for and provide training to PCVs about grant programs, requirements, application procedures, and how to report grant activities in the VRT and other grant-specific requirements
  • Plan and conduct technical training on MRE competencies for Trainees and Volunteers during pre-service training (PST) and in-service trainings (IST)
  • Co-facilitate training sessions on project design management and grant application and implementation
  • Provide an orientation session on the Peace Corps M&E system to all relevant staff
  • Provide training and technical support for all programming and training staff on the M&E process and best practices, and use the Core M&E Session plans to train staff and PCVs
  • Serve as the lead MRE technical specialist to collaboratively work with the Training Manager and his/her team to evaluate training
Other Duties
  • Ensure complete confidentiality regarding all information related to PC staff, volunteers and operations
  • Provide training to staff and Peace Corps Volunteers as requested. Support Volunteers as they prepare reports and presentations of their work
  • Perform other duties or assignments, when deemed necessary by Supervisor
Temporary Assignment of Duties
  • Given that as a result of the COVID-19 pandemic there will be a lengthy period where there are likely to be limited or no Peace Corps Trainees and/or Volunteers (jointly referred to as “Volunteers”) at Peace Corps Mozambique, the PSC may be temporarily assigned during the COVID-19 pandemic, as determined by the Peace Corps Director, to carry out additional duties and responsibilities in furtherance of the goals of the Peace Corps in order to enhance the ability of Peace Corps Volunteers to perform functions under the Peace Corps Act, including facilitating a safe environment in order for the successful return of Volunteers
  • This temporary assignment may require the PSC to provide services and/or support beyond what is listed in their current Statement of Work (SOW). The services and/or support may take many forms, examples of which may include but are not limited to, training, providing administrative, technical, medical, and/or operational assistance, building on host country programs, etc. This temporary assignment also may require the PSC to provide these services and/or support to individuals/organizations other than those listed in their current SOW such as host country government, partner organization(s), community member(s), staff, and/or contractors
Standard Roles and Responsibilities
  • A. Occasional Money Handler: Occasional Money Handler may be requested to courier cash and /or purchase orders to various vendors who furnish supplies and/or services to PST/IST training site, or other locations as directed by the Contracting Officer. The PSC may also be requested to courier cash to PC trainees or volunteers. The PSC will not be functioning as a procurement or disbursing official but will only be acting as an intermediary between the Contracting or Disbursing Officer and the recipient. In the case of dealing with vendors, the PSC will not exercise any procurement discretion concerning the supplies or services to be purchased or the cost limits of these purchases; these will be determined by the Contracting Officer
  • B. Safety and Security: Addresses Volunteer safety and security by adhering to Peace Corps site development policies and procedures. Identifies and immediately communicates Volunteer safety and security concerns and issues to the Safety and Security Manager (SSM) and the Country Director (CD). Assists Program Managers to ensure that prospective sites meet established programmatic and safety/security criteria (e.g., safe housing, a clearly defined assignment with an organization that shows real interest in working with a Volunteer, etc.). Reviews and references site history files when evaluating potential sites, and incorporates appropriate safety and security-related information into site history files. Monitors Volunteer compliance with Peace Corps policies, especially related to safety and security. Participates in the design and implementation of the Emergency Action Plan (EAP). Acts as duty officer, as needed. Knowledgeable and supportive of Peace Corps safety and security policies and procedures, including the timely reporting of suspicious incidents, persons or articles
  • C. Inherently Governmental Function (IGF): None
Logistics & Level of Effort & Duty Station
  • Duty station is the main office located in Maputo, Mozambique. May be required to work in another town during 13 weeks of training. May be required to travel up country. May require telework or remote work from home. Performs duties during a 40 hour work week. Events may require occasional work in the evenings and on weekends and holidays. May carry a duty phone
  • Typical work schedule is Monday through Thursday from 7:30am to 5:15pm and Friday from 7:30am to 12:30pm, with flexibility to work additional hours on weekends or on an as-needed basis
Requisites
  • In order to be selected for this position, the applicant must be legally eligible to work in Mozambique, must not have been employed in intelligence-related activities and must submit an application that clearly documents how they meet each of the following requirements:
  • Education/Certification: University degree (Licenciatura) in public health, statistics, informatics and mathematics or health field from an accredited institution is required
  • Minimum of two years of experience in complex data analysis, data report development, using computer programs such as Microsoft Excel, SPSS, SAS, SQL, design and implementation of indicators for monitoring & evaluation, and/or health management information systems required
  • Minimum of two years of experience in applied monitoring, evaluation, and reporting of development projects, training programs, and/or grants
  • Strong knowledge of theoretical and practical concepts of monitoring and evaluation
  • Ability to readily analyze, understand and discuss new SI program design, management, and implementation approaches
  • Must have demonstrated skills in qualitative and/or quantitative analysis methods which may include biostatistics, qualitative research design or analysis, geographic information systems, etc.
  • Strong computer literacy and aptitude to rapidly acquire and apply additional skills. Strong skills in Excel required
  • Fluent in oral and written English and Portuguese
  • Experience working in cross-cultural environment
  • Strong degree of judgment, maturity, ingenuity and originality to interpret strategy, to analyze and identify priority actions, and to generate and complete work plans within short time frames
  • Skills necessary to write clear and concise documents, reports, program and policy guidelines, directives, articles for peer review; skill and ability to orally present programmatic matters clearly to an audience
  • Strong interpersonal communication and negotiation skills
  • Preferred Qualifications:
  • Master’s degree in a related field
  • Professional experience working for a donor funded, multi-cultural or volunteer organization
