Monitoring and Evaluation Coordinator

CISM is recruiting a Monitoring and Evaluation Coordinator, to be based in Manhiça.

Duties
  • Work in close coordination with the Research Coordinator and Operations Manager to develop and implement the strategic plan on malaria elimination to enhance impact monitoring, quality control and evaluation in order to improve internal organization and processes and results delivery and underpin accountability at various levels
  • Ensure that monitoring & evaluation guidelines and tools are in compliance with overall strategic direction, stakeholders and NMCP requirements and they are designed to enhance access to timely and updated information enabling informed management decisions at the various levels
  • Ensure that information about the performance of the program is timely available for adjustment of activities, according to a ‘learn by doing’ approach
  • Put in place systems and mechanisms for collecting data to monitor de development of defined indicators under a comprehensive reporting framework
  • Support the operational research to organize surveys, work with staff to collect and interpret other forms of M&E data
  • Develop the overall framework for project M&E, for example, participate in impact assessments, process monitoring, operations monitoring
  • Guide the process for identifying the key performance questions and parameters for monitoring project performance and comparing it to targets. Design the format for such performance reports
  • Review the quality of existing social and economic data in the project, the methods of colleting it and the degree to which it will provide good baseline statistics for impact evaluation
  • Identify other M&E staff that the project needs to contract. Guide recruitment
  • Train staff on the use of monitoring and evaluation tool
  • Support in the dissemination of research results, and its translation into the elimination strategies
  • Mentoring the IT specialist in Mozambique
  • Providing support the Program Director
  • Work and communicate with the overall Malaria elimination team at CISM and ISGlobal
  • Trips between Barcelona and Manhiça as required
  • Trips to scientific conferences
Requisites
  • Bachelor’s degree
  • Previous experience managing teams
  • At least 3 years of experience in monitoring and evaluation of projects
  • Experience in the design and building of a monitoring and evaluation system
  • Knowledge of English and Portuguese
  • High level of conceptual, strategic thinking
  • Solid understanding of basic principles of research and evaluation design
  • Computer skills especially statistical analysis using SPSS, Ms Access, STATA, Excel, among others
